1.2020 In the process of project acceptance, evaluation and funding, the Department of Management Science conscientiously implemented the spirit of deepening reform of the National Natural Science Foundation of China, combined with the characteristics of management science, evaluated all key projects and general projects, carried out classified application and evaluation pilots around the funding orientation of four types of scientific problems, and made in-depth and beneficial explorations on the reform tasks such as clarifying the funding orientation.

When filling in the project application, the applicant needs to select the attributes of scientific questions, including four types: A-"original", B-"frontier", C-"demand" and D-"cross", and at the same time, he should write a summary of about 800 words to explain the reasons for choosing the attributes of scientific questions. In order to help applicants accurately understand the positioning and connotation of the four types of attributes, the Management Science Department has compiled eight typical cases and embedded them into the application system for reference.
From the analysis of the overall application situation, among the key project applications, Class C projects account for the most, accounting for 64%; Class b accounts for 25%; There are fewer classes A and D, accounting for 5%. Among the general projects, the same category C projects account for the most, accounting for 60%; Followed by class B, accounting for 21%; Class D again, accounting for13%; At least one category, accounting for 6%. The proportion of all kinds of projects in the four disciplines of management science department is slightly different.

From the actual effect, the classification of scientific questions has prompted researchers to clearly locate the direction of their scientific research projects, and the scientific questions are more concise, which helps them to think more deeply and put forward scientific questions more accurately, and has seized the "bull's nose" for further developing high-quality scientific research. At the same time, the evaluation is more accurate and targeted. Bid evaluation experts conduct bid evaluation under the guidance of bid evaluation points.
4. Class A attribute project evaluation requires experts to focus on "original innovation" and "the importance of scientific issues".
5. The evaluation focus of category B attribute projects is "novelty, uniqueness or leadership" and "scientific value and its influence on the development of related fields".
6. The evaluation of category C attribute projects focuses on "facing the national demand and trying to solve the major scientific problems behind the technical bottleneck".
7. Class D attribute projects require experts to focus on "whether it is an important interdisciplinary issue" and "the innovation and feasibility of technical route".
