From 65438 to 0982, Ronald Reagan, then president of the United States, delivered an important foreign policy speech at Westminster Palace. In his speech, Reagan put forward an initiative to promote democratic infrastructure, aiming at promoting democracy around the world, including the vision of the initiative, aiming at "developing a free press system, trade unions, political parties and universities, allowing people to choose their own ways, develop their own culture, and reconcile differences through peaceful means." The U.S. government plans to conduct research on promoting democracy with the American Political Foundation through the U.S. Agency for International Development (USAID). This plan was later called "Democracy Plan", which suggested the establishment of a bipartisan and private non-profit organization, which was later called "National Foundation for Democracy".

The National Political Foundation of the United States is a non-governmental organization funded by the United States government, which was established in Washington, D.C. 1983. Its purpose is to promote the so-called "democratization" in the world and provide financial support for relevant non-governmental organizations and groups.
