Cross-provincial employment of migrant workers can transfer the medical insurance relationship, and personal accounts can follow the transfer. In addition to the trans-provincial transfer of medical insurance relations, with the change of the identity of the insured, three different types of medical insurance relations, namely, basic medical insurance for urban enterprise employees, basic medical insurance for urban residents and new rural cooperative medical care, can also be transferred to each other. Migrant workers who work in cities can participate in the local basic medical insurance for employees at their places of employment, and can be brought back to the countryside to become the new rural cooperative medical system without interruption.

When going through the procedures of medical insurance transfer and connection, I must first go through the cancellation procedures of medical insurance relationship in the original insured place, and then apply to the Municipal Social Security Center for the transfer of medical insurance relationship. Fill in the Application Form for the Transfer of Medical Insurance Relationship with the Certificate of Participation issued by the transferring agency and the medical insurance payment certificate of the original insured place, and go through the formalities for the transfer of medical insurance relationship and personal account at the municipal social security fund settlement center. If there is a receiving unit, the receiving unit shall handle the medical insurance procedures. If there is no receiving unit, the individual shall pay the insurance premium within three months after terminating the original basic medical insurance relationship.

In order to ensure smooth and simple information transmission, Ministry of Human Resources and Social Security will cooperate with the Ministry of Health to design a unified certificate of basic medical insurance for employees of urban enterprises or new rural cooperative medical insurance. The ID number is the unique identification code of the insured. When the medical insurance relationship is transferred, the insured only needs to show it to the social security agency, and the insured information can be updated in time.
