"Zhongjunchuang" is an internal secondary organization of "China Demobilized Military Welfare Fund Committee", which operates independently.

China Demobilized Military Welfare Fund Committee is a national institution approved by the State Council, under the dual leadership of the the State Council Military Demobilized Cadre Resettlement Working Group (Guo Zhuan Zi [1995] No.4) and the General Political Department of the China People's Liberation Army, and approved by the Office of the Central Organization Establishment Committee (Zhong Bian Ban Zi [1996] No.12), with 4 staffing personnel.

The main tasks of China Guidance Center for Entrepreneurship and Employment of Demobilized Soldiers are: to carry out the guidance and coordination of reemployment skills training and entrepreneurship and employment of demobilized soldiers; Establish a business base for demobilized soldiers; Cultivate a demonstration base for the employment of demobilized soldiers; Develop China demobilized soldiers' entrepreneurial employment member enterprises; Carry out special research on entrepreneurship and employment of demobilized soldiers; Organize various activities related to demobilized soldiers; Raise funds to establish an entity; To undertake the tasks arranged by China demobilized soldiers welfare fund committee.
