R&D Center is a forward-looking, basic and * * * welding technology research and development department entrusted by the Institute. The research projects mainly come from national high-tech R&D projects, natural science and technology funds, climbing plans, tackling key problems plans, basic research plans, environmental construction plans for science and technology industries, and supporting scientific research for new military products plans: provincial and municipal science and technology tackling key problems projects, science and technology funds, and foreign intelligence introduction projects. R&D Center implements dynamic project management and chief expert responsibility system. Except for the fixed establishment of 4 people in the center, the appointment system is adopted for other personnel in the center.

R&D Center is the research and development base of the whole research institute, making full use of rich scientific research achievements, good scientific research spare parts and excellent scientific and technological human resources, and constantly providing advanced scientific and technological achievements for industrialized entities.

By the end of 20 13, Harbin Welding Research Institute had won more than 800 scientific and technological achievements such as national invention award, national scientific and technological progress award, international and national patents and provincial and ministerial scientific and technological progress awards, and the achievements were widely used in various fields of national economy.
