Starting from 2013, the payment standards for Lanzhou City’s flexible employment personnel to participate in basic pension insurance have changed.
It was learned on March 13 that according to regulations, the city-wide trial implementation of a unified base collection and payment of social insurance for flexible employment personnel will be based on 100% of the average social salary of employees in the province in the previous year. In other words, flexible employment personnel will apply for basic insurance starting from this year.
For pension insurance, the payment amount for that year will be unified to 6581.2 yuan, which will be determined based on the average annual monetary salary of employees in the province in the previous year announced each year.
In January this year, the Lanzhou Municipal Government issued the "Measures for the Unified Management of Social Insurance in the City's Administrative Region", which stipulates that social insurance premiums for flexible employment personnel shall be based on the average social salary of employees on the job in the province in the previous year announced by the province.

This means that those with flexible employment who originally paid 60% of the premium will have to pay more, but they will get more if they pay more in pension insurance. The length of the payment period, the payment base, and the level of payment will directly affect the amount of the pension.
At the same time, we learned that all flexible employment personnel who have applied for a file custody relationship with the Lanzhou City Human Resources and Social Security Department and meet the relevant requirements can apply for back payment if their basic pension insurance is interrupted.
The payment standard during the interruption period is calculated based on the average annual monetary salary of employees in the province in the previous year during the period. The payment level can be selected between 60% and 100%.
