Foundations can be funded across provinces. In 2004, Article 3 of the Regulations on the Management of Foundations promulgated by China defined public offering as soliciting donations from the public. According to the geographical scope of fundraising, public offering foundations are divided into national public offering foundations and local public offering foundations. For publicly funded organizations, resources come from voluntary donations from the public, which is not mandatory in the financial mechanism and not transactional in the market mechanism, but determined by the public's willingness to donate.
