Article 4 of the Measures for the Administration of the Central Financial Forest Ecological Benefit Compensation Fund (Cai Nong [2007] No.7) stipulates that the average standard of the central financial compensation fund is 5 yuan per mu per year, of which 4.75 yuan is used for the management and protection expenses of state-owned forestry units, collectives and individuals; 0.25 yuan shall be paid by the provincial finance department (including the Finance Bureau of Xinjiang Production and Construction Corps) for the inspection and acceptance of the management and protection of key public welfare forests organized by the provincial forestry authorities (including the Forestry Bureau of Xinjiang Production and Construction Corps), the setting of fire isolation belts across key public welfare forests and other forest fire prevention and forest road maintenance.
