After the establishment of the owners' congress, the construction administrative department shall, within 30 days from the date of receiving the notice from the owners' committee, notify the account management bank to transfer the book balance of the residential special maintenance fund deposited by the owners in the property management area to the residential special maintenance fund account opened by the owners' congress. After the maintenance fund is transferred, the relevant account will be transferred to the owners' committee and the account management unit, which will be decided by the owners' congress.

Do I have to pay the house maintenance fund?

Every property buyer needs to pay the maintenance fund when buying a new house. In other words, the maintenance fund must be paid. If you don't pay, it will do great harm to your interests.

According to the Measures for the Administration of Facilities and Equipment Maintenance Funds in Residential Areas jointly issued by the Ministry of Finance and the Ministry of Construction, the public housing maintenance funds are paid by all owners and owned by all owners. Under normal circumstances, it is managed by the real estate administrative department. After the establishment of the owners' committee, the housing maintenance fund will be handed over to the industry committee, which will exercise the management right.
