Legal analysis: Community autonomy is an important part of grass-roots democratic system. The first is to expand orderly participation. Taking the revision of the organic law of urban residents' committees as an opportunity, we will speed up the improvement of the development of community residents' autonomy system and steadily increase the proportion of direct elections of community residents' committees. Develop democratic forms such as courtyard (building, gatehouse) autonomy, owner autonomy and community autonomy, create conditions for migrant workers to integrate into the community and participate in community management, and broaden the channels of participation such as community media, Internet and mobile devices. The second is to strengthen deliberation and consultation. We will further improve the system of community residents' meetings and residents' consultation councils, improve dialogue mechanisms such as public sentiment talks, community hearings, community forums and community comments, and promote the institutionalization, standardization and proceduralization of community democratic consultation. It is necessary to bring public services involving residents' interests into the scope of consultation and discussion, so that the formulation and implementation of public policies conform to the wishes of the masses. In accordance with the requirements put forward by the Third Plenary Session of the 18th CPC Central Committee, we will carry out various forms of democratic consultation at the grassroots level, promote the institutionalization of grassroots consultation, promote the establishment of a contact community system for party representatives, deputies to the National People's Congress and CPPCC members, and listen to the opinions of grassroots people on major issues of economic and social development and practical issues of general concern to the masses. We will continue to promote the building of a clean and honest government in the community and further improve the information disclosure system of party affairs, government affairs, finance and services in the community. , improve the community information disclosure directory, the work flow, work progress, implementation effect, fund income and expenditure of community work in a timely manner, and put it under the supervision of residents. Orderly carry out community residents' comments on the work of grass-roots governments and their agencies, supervise the services of municipal service units and property service enterprises, and earnestly safeguard the democratic rights and legitimate rights and interests of residents.

Article 3 The tasks of the residents committee are:

(a) to publicize the Constitution, laws, regulations and national policies, safeguard the legitimate rights and interests of residents, educate residents to perform their obligations according to law, take good care of public property, and carry out various forms of socialist spiritual civilization construction activities;

(two) to handle the public affairs of the residents in this residential area;

(3) Mediation of civil disputes;

(4) Assisting in maintaining public order;

(five) to assist the people's government or its agencies to do a good job in public health, family planning, special care and relief, youth education and other work related to the interests of residents;

(six) to reflect the opinions, demands and suggestions of residents to the people's government or its agencies.

Article 4 Residents' committees shall carry out community service activities for the convenience and benefit of the people, and may set up related service undertakings.

The residents' committee manages the property of the residents' committee, and no department or unit may infringe upon the property ownership of the residents' committee.
