In order to thoroughly implement the spirit of the 18th National Congress of the Communist Party of China, vigorously implement the green building action, change the construction mode and development mode of housing and urban areas, achieve the binding goal of energy conservation and emission reduction, accelerate the construction of ecological Shandong, and build an ecological civilization, according to the unified deployment of the State Council, we hereby put forward the following opinions:
First, fully understand the significance of green building action.
Since the 11th Five-Year Plan, remarkable achievements have been made in building energy-saving and green building construction in our province, with 360 million square meters of energy-saving buildings built, 6 million square meters of green building signs obtained, 78 million square meters of energy-saving renovation of existing buildings implemented, and an energy-saving supervision system for government office buildings and large public buildings basically established. However, it also faces some outstanding problems, such as relatively extensive urban and rural construction mode, high energy consumption in the process of building construction and use, low utilization efficiency, imperfect supervision mechanism of building life cycle, and the development level of green buildings needs to be improved.
Vigorously carry out green building action and guide urban and rural construction with the concept of green, recycling and low carbon, which is conducive to improving the utilization efficiency of resources and energy and alleviating the contradiction between supply and demand of resources and energy; It is conducive to reducing the total energy consumption of society, reducing pollutant emissions and ensuring the completion of energy conservation and emission reduction tasks; It is conducive to promoting the optimization and upgrading of the construction industry and cultivating strategic emerging industries such as energy conservation, environmental protection and new energy; It is conducive to improving the comfort and health of buildings and improving the production and living conditions of the people. All levels and departments should take green building action as an important part of vigorously promoting the construction of ecological civilization, further enhance their sense of responsibility and urgency, make overall plans, pay close attention to implementation, push urban and rural construction onto the track of green, circular and low-carbon scientific development, and promote comprehensive, coordinated and sustainable economic and social development.
Two. Basic principles and main objectives
(1) basic principles
1. government guidance, market promotion. Comprehensive use of price, finance, finance and other economic means, give play to the basic role of the market in allocating resources, and form a work pattern of division of labor and cooperation.
2. According to local conditions, classified guidance. Considering not only the single building, but also the overall planning and layout of the city or region, focusing on the construction of public welfare buildings, affordable housing and green eco-city (district) invested by the government, rationally formulating development plans and implementing targeted policies and measures.
3. Advance in an orderly manner and standardize management. Adhere to policies, regulations and technical standards as a strong guarantee to promote green building action, constantly improve and strictly implement various policies and measures, so that the development of green buildings can be standardized and institutionalized.
4. Be based on the present and take a long-term view. Firmly establish the concept of life cycle, and actively promote advanced and efficient green building technologies and products on the premise of ensuring building quality and safety, taking into account input-output benefits.
(ii) Main objectives
1. New building. By 20 15, the implementation rate of mandatory energy-saving standards for new buildings in cities and towns will reach 100% in the design stage and over 99% in the construction stage; More than 50 million square meters of green buildings have been built, and more than 20% of new buildings in cities and towns have reached the green building standards of that year. During the "Thirteenth Five-Year Plan" period, 75% of residential buildings and 65% of public buildings will be fully implemented.
2. Energy-saving renovation of existing buildings. During the "Twelfth Five-Year Plan" period, the existing residential buildings in cities and towns with renovation value can save energy by more than 40%, and the renovation of public buildings has been completed100000 square meters. By the end of 2020, the energy-saving renovation of existing buildings in cities and towns with renovation value will be basically completed.
3. Renewable energy building applications. During the Twelfth Five-Year Plan period, the application area of solar photothermal buildings will be increased by more than 65.438+0.50 billion square meters, and the installed capacity of solar photovoltaic buildings will be more than 654.38+0.50 MW. By the end of 20 15, more than 50% of new urban buildings will use renewable energy, and the proportion of renewable energy in building energy consumption will reach more than 12%.
4. Construction of energy-saving supervision system for public buildings. During the "Twelfth Five-Year Plan" period, more than 1000 public buildings will be built with energy-saving monitoring systems, forming a building energy consumption monitoring network covering the whole province. By the end of 20 15, the energy consumption per unit area of public buildings will be reduced by 10%, of which large public buildings will be reduced by 15%.
5. Green building materials. By the end of 20 15, the application ratio of new wall materials in urban, county and town planning areas will reach 100%, the use of clay products will be restricted within the planning and construction land of urban and county, the consumption of high-performance concrete in construction projects will reach more than 10%, and the consumption of high-strength steel bars will reach more than 80%.
6. Heating metering reform and energy-saving transformation of heating system. During the "Twelfth Five-Year Plan" period, all new central heating buildings and existing buildings that have completed energy-saving transformation will be charged according to heat consumption; Large-scale public buildings have completely completed the transformation of heating metering and implemented metering and charging; The energy consumption per unit area of urban heating in each heating period is reduced to less than 20 kg of ordinary coal.
Third, key tasks
(1) Further promote energy conservation in new buildings.
1. Actively promote green planning. Scientifically determine the urban density, promote the compact spatial layout of the central city, actively guide the mixed use of land, and promote the balance between occupation and residence. The proportion of green buildings, ecological environment protection, public transport, renewable energy utilization, land intensive utilization, reclaimed water utilization, waste recycling and other indicators will be included in the overall planning, regulatory detailed planning, constructive detailed planning and special planning of urban new district construction, old city renewal and urban village and shantytown renovation, and will be implemented in specific projects. Strengthen the planning and management of village construction, optimize the allocation of land resources, and strengthen intensive land conservation. A city divided into districts shall formulate a plan for the utilization of underground space and rationally develop and utilize underground space. Under the premise of meeting the safety requirements, large public buildings and new commercial residential quarters should be equipped with underground parking lots, and ancillary buildings should make full use of underground space.
2. Vigorously promote the development of green buildings. Since 20 14, the green building standards have been fully implemented for office buildings, public welfare buildings, affordable housing and public buildings with a single area of more than 20,000 square meters. Encourage real estate development projects to implement green building standards. Organize and implement the construction of provincial-level green ecological demonstration cities, actively strive for national green ecological demonstration cities, and focus on the development of green buildings.
3. Actively promote the construction of green farmhouse music. Organize the demonstration of green farmhouses in the whole province and the pilot construction of energy-saving renovation of dangerous houses in rural areas, and promote the application of new wall materials, thermal insulation of envelope structures, solar light and heat utilization and other applicable technologies and products. Accelerate the implementation of the green town action and encourage qualified areas to strive for the national "green and low-carbon key small town pilot".
4. Strictly implement mandatory standards for building energy efficiency. Strengthen the review of architectural design scheme and construction drawing, pay special attention to the supervision of project site and construction links, strictly implement the special acceptance system of building energy conservation, and ensure the quality and safety of the project and the implementation rate of energy conservation standards. For projects that do not comply with relevant laws, regulations and mandatory standards, planning and construction permits shall not be handled, construction drawings shall not be reviewed, and completion acceptance filing procedures shall not be handled.
(2) Solidly promote the energy-saving transformation of existing buildings. Carry out investigation and statistics on existing buildings, and formulate and implement energy-saving renovation plans and annual plans for existing buildings. Focusing on envelope structure, heating metering and heat balance transformation of pipe network, we will carry out in-depth heating metering and energy-saving transformation of existing residential buildings; Focus on air conditioning, ventilation, lighting, hot water, elevators and other energy systems and equipment. Actively promote the energy-saving renovation of public buildings, and simultaneously install energy consumption sub-metering and energy-saving monitoring systems. Support qualified areas to strive for national "energy-saving greenhouse" project demonstration cities (counties) and public * * * building energy-saving transformation demonstration cities, and organize the construction of "conservation-oriented universities" and "conservation-oriented hospitals". Office buildings and public buildings invested by the government should take the lead in energy-saving transformation, and encourage existing buildings in cities and towns to be transformed according to green building standards. It is necessary to combine the energy-saving transformation with the comprehensive transformation of the old city, the improvement of the city appearance and the seismic reinforcement of existing buildings, so as to achieve overall planning, synchronous design and synchronous implementation.
(three) the heating system and heating metering reform. Implement energy-saving transformation of heating system, improve heat source efficiency and heat preservation performance of pipe network, optimize system regulation ability, reduce heat loss of pipe network and improve heat balance of pipe network. Incorporate small coal-fired boilers with low energy efficiency and high pollution, and promote technologies such as triple supply, combined cooling and heating supply, integration of heating metering and temperature control, high-efficiency boilers, industrial waste heat utilization, absorption heat pump and absorption heat exchange according to local conditions. Accelerate the improvement of heating metering and charging policies, and vigorously promote charging by heat. It is difficult to implement household metering, so the study adopts metering and charging according to district or building heating. Establish a linkage mechanism of heat price, coal price and gas price, implement heating subsidies from "hidden subsidies" to "open subsidies", and give heating subsidies to low-income families.
(4) Strengthen the management of public buildings. Actively carry out energy consumption statistics, energy audit and energy efficiency publicity of public buildings, and determine key energy-using units, high-energy-consuming buildings and benchmark buildings. Strengthen the construction of energy-saving supervision system for public buildings and establish provincial and municipal energy consumption monitoring data centers. All public buildings should design and install energy consumption metering devices simultaneously, and office buildings and large public buildings should install energy-saving monitoring systems simultaneously. For newly built, rebuilt and expanded office buildings and large public buildings, we will actively implement the system of energy efficiency evaluation and labeling and periodic reporting of energy consumption. Public * * * buildings are subject to electricity consumption quota management, and over-standard energy consumption increase fees are levied for electricity consumption exceeding the quota. Study and carry out pilot projects for energy-saving transactions in public buildings.
(5) Accelerate the large-scale application of renewable energy buildings. The Provincial Department of Housing and Urban-Rural Development should study and formulate the utilization conditions of solar photothermal buildings, and all new buildings with conditions will realize the integration of solar photothermal buildings. Actively promote the application of passive solar heating and solar photovoltaic power generation in buildings, promote the ground source heat pump system of civil buildings according to local conditions, and promote the compound and deep utilization of renewable energy in buildings. Do a good job in the construction of national renewable energy building application demonstration zones and demonstration projects, and promote the centralized and contiguous promotion of renewable energy building applications. Civil construction projects invested by the government should use at least one kind of renewable energy, and encourage existing buildings with conditions to apply renewable energy.
(6) Vigorously develop green building materials. Vigorously develop green building materials that are energy-saving, environmentally-friendly, safe and durable, such as sintered hollow products, aerated concrete products, low-emissivity coated glass, broken bridges, insulated doors and windows, and sunshade systems, and accelerate the development and application of new building energy-saving structural systems with functions of heat preservation, fire prevention, noise reduction and decoration. Guide the development and utilization of high-performance concrete and high-strength steel, vigorously develop ready-mixed concrete and ready-mixed mortar, and encourage the research and development and production of new building materials with solid wastes such as construction waste, coal gangue, fly ash, slag, tailings and lake sludge as raw materials. The production and use of solid clay bricks are prohibited within the planning and construction land of cities, counties and towns, and extend to rural areas. Gradually phase out wall products with clay content above 20%, and encourage qualified areas to prohibit the use of clay products. Actively support the development of green building materials industry and organize green building materials industrialization demonstration. Strengthen the quality supervision and inspection of the production, circulation and use of building materials to prevent unqualified building materials from entering the market.
(seven) continue to promote building water saving. Water-saving facilities in newly built, rebuilt and expanded buildings shall be designed, constructed and put into use at the same time as the main project, and water appliances that meet the water-saving standards shall be adopted. Actively promote the step-by-step water price of domestic water and the progressive price increase policy of non-resident water exceeding quota. Popularize the leak detection and seepage control technology of pipe network, speed up the transformation of leakage pipe network, and reduce the leakage rate of urban water supply pipe network. Encourage large public buildings and residential quarters to set up rainwater collection and utilization devices, build regional reclaimed water recycling systems, and advocate the application of permeable pavement engineering technology.
(eight) to promote the industrialization of construction and housing. Accelerate the establishment of a standard system for architectural design, construction and spare parts production, promote the standardization of structural parts, components and components, and improve universality and interchangeability. Popularize prefabricated concrete, steel structure and other building systems suitable for industrial production, accelerate the development of prefabricated assembly technology of construction projects, and improve the level of technical integration of construction industry. Support the construction of industrial bases integrating design, production and construction, and carry out industrial building demonstration pilots. Encourage the local decoration or menu decoration of new houses, and take the lead in implementing the full decoration of houses in green buildings.
(9) Promoting the resource utilization of construction waste. Implement the responsibility system for construction waste disposal, and collect, transport and dispose of construction waste according to the principle of "who produces and who is responsible". Accelerate the reduction and recycling of construction waste in the process of construction, and explore the scheme of recycling housing demolition waste into the management of urban housing demolition. Centralized treatment and graded utilization of construction waste shall be implemented, and cities with districts shall set up special centralized treatment bases for construction waste according to local conditions. Accelerate the research, development and popularization of construction waste recycling technology and equipment, support the development of construction waste recycling enterprises, and include construction waste recycling products in the government procurement catalogue, giving priority to urban public facilities and public buildings.
Fourth, safeguard measures.
(1) Strengthen organizational leadership. All relevant departments should combine their respective responsibilities, strengthen division of labor and cooperation, improve the linkage mechanism, improve supporting measures, and form a working situation of * * * management. Governments at all levels should formulate green building action implementation plans as soon as possible, clarify responsibilities, innovate mechanisms, strengthen guidance, and ensure the smooth development of all work.
(2) Strengthen the assessment and supervision. Incorporate the green building action objectives and tasks into the energy-saving target responsibility assessment system of the municipal government and relevant departments, and incorporate the development of green building actions into the provincial government's energy conservation and emission reduction inspection content. The Provincial Economic and Information Technology Commission and the Provincial Department of Housing and Urban-Rural Development should organize special inspection and supervision to guide all localities and relevant departments to carry out their work. It is necessary to incorporate the implementation of this opinion into the performance appraisal system. As an important part of the comprehensive evaluation of leading cadres, the assessment results shall be subject to the responsibility system and accountability system, and the units and personnel who have made outstanding contributions shall be notified and commended.
(3) Improve the incentive policy. Adjust the special funds for heating metering and energy-saving renovation of existing buildings in the province to special funds for building energy conservation and green building development, integrate special funds for new wall materials and other funds related to energy conservation and emission reduction in the construction field, and focus on supporting the construction of green buildings and green ecological urban areas, energy-saving renovation of existing buildings, energy-saving renovation of heating systems, application of renewable energy buildings, development of green building materials and basic capacity building. Municipalities and counties (cities) should also increase investment to support green building action. The provincial finance will give financial rewards to green building identification projects and provincial-level green ecological demonstration cities. Earnestly implement the relevant national tax preferential policies and encourage real estate developers to build green buildings. To improve and perfect financial services for green buildings, financial institutions can give appropriate preferential interest rates for consumers who buy green houses. Governments at or above the county level shall, in light of local conditions, promote the development of green buildings through financial subsidies, reduction and exemption of supporting fees for urban infrastructure, and incentives for planned floor area ratio. In national and provincial appraisal activities and various demonstration projects, green building projects are given priority recommendation, priority selection or appropriate extra points.
(four) to strengthen the supervision and management of the whole process of construction. Governments at or above the county level shall incorporate the index system of building energy conservation and green ecology into urban planning, and take the green building area and the proportion of construction land as binding indicators of planning. Planning conditions of projects under construction, real estate development and construction conditions, etc. It is necessary to increase the content of building energy saving and green building. Corresponding to the implementation of green building standards, the competent department of urban and rural planning should specify the green star standard of the project in the planning conditions and check it in the process of planning permission. The green star standard of real estate development projects shall meet the requirements of the Opinions on Conditions of Real Estate Development and Construction; The competent department of land and resources should strictly implement the planning conditions in the process of transferring and allocating construction land; The competent department of housing and urban construction should strengthen the supervision of design, construction drawing review, construction, acceptance and evaluation; Green building property management units or owners, users should strengthen the management of building operation, real estate management departments should supervise the operation of property management. Study and establish an audit system for building scrapping and demolition. Buildings that meet the standards of urban planning and engineering construction and are within the normal service life shall not be demolished at will except for the basic needs of public interests; Demolition of large public buildings, but also to solicit social opinions.
(5) Improve the standard system. The Provincial Department of Housing and Urban-Rural Development shall, jointly with the Provincial Economic and Information Technology Commission and other departments, improve the standard system of building energy efficiency and green building. It is necessary to study and formulate design standards for 75% energy efficiency of residential buildings and 65% energy efficiency of public buildings, and revise and improve technical specifications for energy-saving renovation of existing buildings and application of renewable energy buildings. Formulate and improve the design and evaluation standards for different types of green buildings, such as residential buildings, public buildings, industrial buildings and rural buildings, compile the index system and technical guidelines for regional planning and construction of green buildings, and study and formulate the quota and pricing standards for green building projects. Accelerate the formulation of building energy consumption quota standards based on actual energy consumption and covering different types of buildings, and improve the standards of green building-related products such as solar heat collection systems and low-emissivity coated glass.
(6) Accelerate technology research and development and popularization. Study and set up special projects on building energy efficiency and green building technology, speed up the research and development of green buildings and key technologies, and focus on technologies such as green building planning and design, energy-saving renovation of existing buildings, intelligent regulation and consumption reduction of heating systems, application of renewable energy buildings, water saving and comprehensive utilization of water resources, green building materials, waste recycling, and environmental quality control. Eligible building energy-saving and green building scientific research projects are given priority in all kinds of provincial science and technology plans, giving priority to achievement awards, and giving priority to recommending and reporting superior science and technology plans and awards. Timely research, compile and update the catalogue of green building technology and product promotion. Government-invested buildings and large public buildings should give priority to the design and use of technologies and products listed in the promotion catalogue. Organize the construction of provincial-level green building technology application demonstration projects. Encourage cities and counties (cities) to rely on institutions of higher learning and scientific research institutions to accelerate the construction of green building engineering technology centers and establish green building technical service institutions. Encourage institutions of higher learning to offer courses related to green buildings.
(seven) to carry out publicity and training. Actively publicize laws, regulations, policies, measures and typical cases related to building energy conservation and green building in various forms, take green building action as an important publicity content of energy conservation publicity week, science and technology activity week, urban water conservation publicity week and other activities, advocate the concept of green consumption, popularize energy conservation knowledge, and create a good atmosphere for carrying out green building action. Strengthen the training of personnel in building planning, design, construction, evaluation and operation, and take building energy conservation and green architectural knowledge as the necessary contents of continuing education and training for relevant professional engineers, so as to improve the development level of building energy conservation and green buildings in our province.
