the district people's governments set up a leading group to deal with illegal private houses, which is composed of district people's governments, planning and land resources, construction, urban management, public security and fire control, environmental protection, industry and commerce, culture, health, leasing and neighborhood offices (town governments) and other relevant units, and is responsible for the unified organization and coordination of illegal private houses in their respective jurisdictions.

Article 4 Where a fine is imposed in accordance with Item (2) of Paragraph 1 of Article 5 of the Regulations, the fine standards are: 4-5 yuan per square meter in Luohu District and Futian District, and 3-4 yuan per square meter in Nanshan District and Yantian District respectively. Article 5 Where a fine is imposed in accordance with items (3) and (5) of the first paragraph of Article 5 of the Regulations, the fine standards are: 8-1 yuan per square meter in Luohu District and Futian District, and 6-8 yuan per square meter in Nanshan District and Yantian District respectively. Article 6 Where a fine is imposed in accordance with Item (6) of Paragraph 1 of Article 5 of the Regulations, the fine standards are: 13-15 yuan per square meter in Luohu District and Futian District, and 11-13 yuan per square meter in Nanshan District and Yantian District. Article 7 The punishment for multiple buildings of illegal private houses in violation of the principle of one household and one building refers to the punishment according to the construction area of multiple buildings of illegal private houses. The fine standards are: 8-1 yuan per square meter in Luohu District and Futian District, and 6-8 yuan per square meter in Nanshan District and Yantian District. Eighth Baoan District, Longgang District fine standards, determined by the district government. Ninth illegal private houses occupied by collectively owned land must sign a land acquisition agreement with the village collective economic organization when completing the land acquisition procedures. Article 1 In accordance with Article 7 of the Regulations, when overseas Chinese and compatriots from Hong Kong, Macao and Taiwan declare illegal private houses, their original identity shall be confirmed by the overseas Chinese affairs department at or above the district level. Eleventh in accordance with the provisions of Article 9 of the "Regulations", the illegal private houses must be registered for the initial registration. To apply for the initial registration of illegal private houses, the following documents shall be submitted:
(1) Application for Initial Registration of Real Estate;
(2) identification (personal identity card);
in the process of registration by the registration authority, the competent department of planning and land and resources shall deal with the parcel map, survey report, fine and land price in accordance with the regulations.

Article 12 In accordance with the provisions of Article 12 of the Regulations, the fines and land prices charged by illegal private houses shall be centralized first and then dispersed, unified into the municipal land fund for management, and then distributed step by step. The specific distribution ratio is: the city and district levels in the special zone are distributed according to the ratio of 35: 65; Outside the special zone, the city and district levels are allocated according to the ratio of 25: 75. District, street (town) two-level distribution ratio determined by the district government.
the above-mentioned expenses must be used exclusively for the infrastructure and supporting facilities of urban construction in each district in accordance with the provisions of the scope of use of land funds, so as to improve the overall urban environment. The use of this fee shall be supervised and implemented by the financial department. Article 13 These Rules shall come into force as of March 1, 22.
the governments of Baoan district and Longgang district have formulated implementation measures in accordance with these detailed rules and in combination with the actual conditions of their respective districts.
