Russian Foreign Minister Lavrov once said that China is one of Russia's top priority partners in Arctic cooperation. At the annual press conference in June 5438+February last year, Russian President Vladimir Putin formally invited China to participate in the construction of the Arctic traffic corridor and jointly build the "Silk Road on Ice".
According to the introduction of the Russian Ministry of Commerce in June last year (5438+065438+ 10), the transportation departments of the two countries are discussing the Memorandum of Understanding on Maritime Cooperation in Polar Waters between China and Russia to continuously improve the policy and legal basis for Arctic development cooperation. In addition, enterprises of the two countries actively carry out oil and gas exploration and development cooperation in the Arctic region and explore the construction of transportation infrastructure along the Arctic waterway.
By the end of 20 17 and 10, China and Russia had signed a long-term sales agreement for 96% output of14.78 million tons of LNG. China Petroleum, China Industrial and Commercial Bank, China Development Bank and Silk Road Fund jointly provided international financing equivalent to 654.38+09 billion US dollars, accounting for 63%. Among the 142 modules required for the construction of natural gas plants, seven China enterprises represented by China Petroleum Group Offshore Engineering Co., Ltd. undertook the 120 module. Of the 30 ships used for project construction and product transportation, 7 are made in China, and 14 of the 5 natural gas carriers are operated by enterprises in China.
