Russian Foreign Minister Lavrov once said that China is one of Russia's top priority partners in Arctic cooperation. In addition, enterprises of the two countries actively carry out oil and gas exploration and development cooperation in the Arctic region and explore the construction of transportation infrastructure along the Arctic waterway.

China Petroleum, China Industrial and Commercial Bank, China Development Bank and Silk Road Fund jointly provided international financing equivalent to 654.38+09 billion US dollars, accounting for 63%. Among the 142 modules required for the construction of natural gas plants, seven China enterprises represented by China Petroleum Group Offshore Engineering Co., Ltd. undertook the 120 module. Of the 30 ships used for project construction and product transportation, 7 are made in China, and 14 of the 5 natural gas carriers are operated by enterprises in China.
