2. Procedure:
Register first, then apply; Venture capital institutions applying for venture capital guidance funds must first apply for qualification recognition.
Registration: Enterprises that have applied for innovation funds do not need to re-register.
Enterprises that have not applied for innovation funds fill in enterprise registration information online, download legal documents and registration information forms, sign by the legal representative, affix the official seal of the enterprise, and send copies of registration commitment letter, information form, business license, tax certificate, articles of association and capital verification certificate. Stamp the official seal to the service organization for certification. After the approval of the service organization, the enterprise identity will be activated and the registration will be completed.
Application process: enterprise → service organization → organization → recommendation organization → management center.
3. Application materials and attachments
Fill in the application materials online or offline as required, and submit the letter of commitment and statement;
Main attachments:
Business license;
Audited accounting statements (balance sheet, income statement, cash flow statement and statement notes, etc.). ) and the audit report of the last two years (including the copy of the business license of the accounting firm and the certificate of certified public accountant); Accounting statements for the most recent month. Each page of the accounting statement shall be stamped with the seal of the audited entity. For the newly registered enterprises in that year, the enterprise capital verification report and enterprise accounting statements of the last month before the declaration shall be submitted;
Monopoly, exclusive control or special industry license;
Proof of intellectual property rights (patents, software copyright registration certificates, technology contracts, etc.). );
Proof materials conducive to project application (such as technology, novelty retrieval, appraisal, testing, users, environmental protection, high standards, awards, acceptance, product photos, international students, etc.). );
Technology transfer projects must provide technology transfer contracts (technology holders must be legal entities at or above the provincial level, and international technology transfer projects must provide Chinese and foreign versions of the contracts);
Enterprises invested and established by overseas students must provide proof of academic qualifications, valid identification, proof of capital contribution, and valid proof of overseas embassies or overseas study service centers at or above the provincial level;
Attachments required by the guidelines;
Apply online, but provide a complete set of written materials. (application, attachments, enterprise registration information, draft contract, recommendation form, local expert review form, etc.). , and bound in this order, the spine must have the name of the project and the name of the recommended unit);
Science and technology projects supported by state funds must provide approval and acceptance documents.
4. What are the restrictions when applying?
Enterprises and projects are within the scope of support;
Only one support method can be selected;
Only enterprises registered in the management center can apply;
An enterprise can only apply for one project within one year;
Projects that have not been approved may not be applied again in that year;
Enterprises can only apply for new projects after the acceptance of the established projects; No application may be made in the year when the acceptance is basically qualified; Unqualified acceptance, in principle, shall not apply within three years;
Supplementary materials are not allowed after application;
The total amount of local support for recommended projects is less than or equal to the amount of local funds filed in the center;
The project of replacing the recommendation unit and organizational unit must be re-established in the new recommendation unit (or after local funding) before re-application;
Projects approved in 2009 but not applied for innovation funds can be applied directly after 20 10. The funds supported by local governments can be regarded as new investment in the project, and as the supporting funds for the establishment of local innovation funds in 20 10, the supporting amount and recommendation requirements are the same as those after 20 10. Projects that have been declared in 2009 but have not been approved by the state, but confirmed by the recommending unit, can be recommended again, but the latest progress of the project needs to be explained and the materials need to be declared again.
