article 1 holding an international academic conference in China is helpful to improve the research level of the science fund projects funded by our Committee and is of great significance to promoting the development of science and technology in China. To this end, our Committee decided to allocate special funds from foreign affairs funds every year, mainly to support a number of international academic conferences with high academic level organized by funded fund project units and held in China.
these measures are formulated to ensure that the sponsored international academic conferences achieve the expected results. Article 2 An applicant must be a unit that is funded by the Science Foundation and has independent working conditions for scientific research, and a domestic entity that has the ability and conditions to hold international academic conferences. Article 3 an applicant must provide the following three documents during the application period:
(1) an official letter issued by the person in charge of the applicant;
(2) photocopies of the approval documents for holding international academic conferences;
(3) Budget report on holding international academic conferences. Article 4 Anyone who meets the requirements of Articles 2 and 3 of these Measures may obtain the Approval Letter for Sponsoring an International Academic Conference in China from the General Office of the Bureau of International Cooperation of our Committee and submit it to the Bureau of International Cooperation of our Committee for examination and approval together with the three documents mentioned in Article 3. Article 5 After the preliminary examination, the Bureau of International Cooperation shall send all relevant scientific departments (bureaus) to put forward their audit opinions on the application, and then send all the above documents to the Bureau of International Cooperation. Article 6 The Bureau of International Cooperation shall, according to the requirements of the applicant and the audit opinions of the relevant scientific departments (bureaus), and with reference to the principle of giving priority to sponsorship, put forward the examination and approval opinions after comprehensive balance and report them to the leaders of the Committee for approval. Once the application is approved, the International Cooperation Bureau will formally issue a notice of approval to the applicant. Article 7 Those who meet one of the following conditions can be sponsored: < P > (1) The international conference is closely related to the science fund projects of our committee;
(2) The academic level is quite high;
(3) The theme of the academic conference applied for sponsorship is of great help to the development of the corresponding disciplines in China;
(4) under the same conditions, giving priority to sponsoring meetings held in remote areas of the mainland or small and medium-sized cities listed as open cities;
(5) applicants who have achieved significant international influence or benefits after being sponsored by our Committee;
(6) Important international academic conferences jointly organized with our committee. Article 8 When formulating the conference budget, the applicant shall refer to the Interim Provisions on the Funding Channels and Expenditure Standards for Domestic Participants Holding International Conferences in China issued by the China Association for Science and Technology and the Ministry of Finance, and shall not set its own standards. The applicant shall, in line with the principle of "running the meeting diligently", carefully calculate and strictly control the number of foreign scholars who have reduced or exempted the registration fee.
In principle, it is necessary to make both ends meet and strive for a slight savings, and the applicant shall not improperly charge conference fees for the purpose of making profits. Article 9 Our committee has three ways to sponsor international academic conferences held in China:
(1) Nominal sponsorship
The applicant does not need financial support, but only requests to organize the conference in the name of the National Natural Science Foundation of China or jointly organize it with our committee;
(II) Ways of donation
Our committee can make donations as one of the major donors to the conference, and is not responsible for the profit and loss of conference expenses. The amount of donation is determined according to the importance of the meeting and the review of its budget;
(III) All-in mode
The applicant is only responsible for the organization of the meeting, and the financial profit and loss are all the responsibility of our committee. Article 1 After the application is approved, a "funding contract" shall be signed, and the responsibilities shall be clearly defined. The conference organizer shall be responsible to our committee and accept the inspection of our committee, so as to ensure the high level of the conference and good service quality, so that the participants can gain academic benefits and be satisfied with their lives. Our Committee will organize Chinese and foreign participants to evaluate the academic level and organizational work of the conference according to the situation and needs. Article 11 According to the "funding contract", the funding fee will be allocated in two installments, the first time after the signing of the "funding contract" comes into effect, and the second time after the completion of all the contract contents, it can be allocated by the Bureau of International Cooperation. Article 12 Any international academic conference held jointly with or sponsored by our committee must indicate the words of participation of the National Natural Science Foundation of China in co-hosting or funding in the notices, documents, publications and publicity reports of the conference. Article 13 After the meeting, the organizer of the meeting shall, within two months, send the complete set of documents of the meeting, including the collection of papers, the summary of the work of the meeting, the list of Chinese and foreign participants, the final accounts of funds, the evaluation form, etc., to the International Cooperation Bureau of our Committee for the record.
