Article 29 of the Regulations on the Management of Foundations stipulates that the annual expenditure of public offering foundations for engaging in public welfare undertakings stipulated in the articles of association shall not be less than 7% of the total income of the previous year; Non-public offering foundations shall spend no less than 8% of the fund balance in the previous year on public welfare undertakings as stipulated in the articles of association. However, the foundation center network found that some foundations obviously did not comply with the above regulations. For example, in the public offering foundation, the proportion of public welfare expenditure of Hubei Wetland Protection Foundation for two consecutive years accounted for less than 2% of the total income of last year. Among the non-public offering foundations, the public welfare expenditure of Qingdao Tiantai Public Welfare Foundation in 211 only accounted for 1.17% of the net assets at the end of the previous year.
