2, the use of maintenance funds transferred to the owners' congress management procedures:

B the owners' congress adopts the use plan according to law;

D, the realty service enterprise shall submit the residential special maintenance funds and related materials to the owners' committee;
E. The owners' committee shall examine and approve the use plan and report it to the competent construction department for the record; If the competent construction department finds that it does not conform to the relevant laws, regulations, rules and use plans, it shall be ordered to make corrections;
F, the owners' committee issued a notice of transfer of residential special maintenance funds to the special account management bank;
G special account management bank will allocate the required residential special maintenance funds to the maintenance unit.

In addition, the maintenance fund is jointly raised by the property owners, who enjoy the ownership of the maintenance fund according to the proportion of payment, but the right to use it belongs to all owners, and individual owners may not withdraw all their own maintenance funds from the bank. The maintenance fund is combined with the specific house, which exists with the existence of the house and is lost with the existence of the house, and does not change because of the change of the specific owner. When the property right of the house is changed to a new owner, the maintenance fund should also be renamed from the old owner to the new owner.
