The cost of medical insurance is shared by the state, units and individual employees. Article 3 The organs (including organizations), enterprises (excluding township enterprises) and institutions (hereinafter collectively referred to as units) in Zhongshan District, Xigang District, Shahekou District and Ganjingzi District of Dalian, and all their employees, retirees, enterprise retirees and Chinese employees of foreign-invested enterprises and foreign offices in Dalian shall implement medical insurance in accordance with these Provisions.
In accordance with the relevant provisions of the state, retirees who enjoy free medical care, disabled soldiers above Grade B, college students or employees of enterprises and their immediate family members who enjoy half-price medical care, their medical expenses are still implemented according to the original relevant provisions. Article 4 The leading group for the reform of medical system for employees in Dalian is responsible for the unified leadership of the reform of medical system in the whole city. The leading group consists of an office (hereinafter referred to as the Medical Reform Office), which is responsible for organizing the drafting of policies and measures for medical insurance reform, coordinating and guiding the implementation departments of medical insurance, and supervising the collection, payment, operation and appreciation of medical insurance funds.
The Municipal Health Bureau is responsible for the medical insurance work of organs and institutions, and the specific business shall be handled by the medical insurance fund management center (hereinafter referred to as the fund center) to which it belongs; The Municipal Labor Bureau is responsible for the medical insurance work of enterprises, and the specific business shall be handled by its affiliated Dalian Labor Insurance Company. Chapter ii collection of medical insurance premiums article 5 units participating in medical insurance shall go through the medical insurance registration formalities at the fund center and the municipal labor insurance company respectively. The newly-built unit shall go through the medical insurance registration formalities within 30 days from the date of approval. Article 6 Units and individuals shall pay medical insurance premiums in accordance with the following provisions:
(A) the proportion of employees to pay medical insurance premiums
On-the-job employees shall temporarily pay 1% of the total personal salary. If the total wages of employees are lower than 60% of the total social average wages in the previous year, they will be paid according to 60% of the total social average wages in the previous year; If it exceeds 300% of the total average social wage in the previous year, the excess will not be used as the base of payment. Retirees do not pay medical insurance premiums.

Institutions and institutions shall pay 10.5% of the sum of individual contributions of employees and total pensions; Enterprises shall pay 9% of the sum of employees' wages and pensions. Article 7 The proportion of medical insurance premium collection shall be appropriately adjusted according to the payment of medical insurance fund and the price index. The specific adjustment measures are proposed by the municipal labor and health departments and implemented after being approved by the leading group for the reform of the medical system for employees in the city. Eighth units and employees must pay medical insurance premiums in full according to regulations. If it is not paid in time, the medical insurance agency will charge a late fee of 2‰ of the payable amount on a daily basis. Article 9 Where a unit is divided, merged or terminated, it shall go through the formalities of change registration or cancellation of registration with the medical insurance agency within 10 days from the date of approval; When an enterprise goes bankrupt and liquidates its property, it shall pay off the unpaid medical insurance premium and pay the medical expenses of retirees for ten years. Article 10 The unit payment channels shall be charged.
(a) the full budget of the organs, institutions and hospitals owned by the whole people with different budgets shall be allocated by the unit budget;
(two) the budget difference and the self-supporting institutions are paid by the medical fund extracted by the unit;
(three) the employees of the enterprise shall pay from the welfare fund, and the retirees shall pay from the enterprise management fee. Eleventh medical insurance premiums paid by employees shall be withheld and remitted by the unit from their wages.
The medical insurance premiums paid by the units and employees shall be paid by the units to the medical insurance agencies according to the specified date or collected by the banks entrusted by the medical insurance agencies. Chapter III Fund Management Article 12 Sources of medical insurance funds:
(a) medical insurance premiums paid by units and employees;
(2) Fund interest income;
(3) Failing to collect late fees as required;
(4) financial subsidies;
(five) other income as prescribed by laws and regulations.

Article 16 A medical insurance supervision committee shall be established, which shall be attended by representatives of the government, units, trade unions, workers and experts, and regularly listen to the work reports of medical insurance agencies and medical institutions on the income, operation and management services of medical insurance funds, and make them public.
The audit department shall regularly audit the income and expenditure of the medical insurance fund and the medical insurance agency.
