Legal basis: Article 11 of the Red Cross Law of the People's Republic of China performs the following duties: (1) To carry out emergency rescue and disaster relief work and establish the Red Cross emergency rescue system. To provide emergency and humanitarian assistance to the wounded and other victims in emergencies such as war, armed conflict and natural disasters, accidents and public health incidents; (two) to carry out emergency rescue training, popularize emergency rescue, disaster prevention and health knowledge, and organize volunteers to participate in on-site rescue; (three) to participate in and promote blood donation, donation of remains and human organs, and to participate in the donation of hematopoietic stem cells; (four) the organization of the Red Cross volunteer service and the work of the Red Cross youth; (five) to participate in international humanitarian relief work; (six) to publicize the basic principles of the International Red Cross and Red Crescent Movement and the Geneva Conventions and their Additional Protocols; (seven) in accordance with the basic principles of the International Red Cross and Red Crescent Movement, to complete the matters entrusted by the people's government; (eight) to work in accordance with the relevant provisions of the Geneva Conventions and their Additional Protocols; (nine) to assist the people's government to carry out other humanitarian service activities related to its duties.
