At the news briefing, Wang Jian, deputy director of the Provincial Department of Education, informed the reporter about the development of vocational education in our province.
Wang Jian pointed out that since the reform and opening up, especially since entering the 2 1 century, vocational education in our province has grown from small to large and from weak to strong, which has provided strong human resources support for economic and social development and laid a solid foundation for further development. First, the cause of vocational education continued to develop and the vocational education system was initially formed. Higher vocational education has achieved leap-forward development. The number of higher vocational colleges increased from 19 and 5438+0 in 2006 to 62 in 2008, and the number of students increased from 70,000 and 5438+0 in 2006 to 442,000 in 2008, with an average annual increase of 35.6%. Secondary vocational education (excluding technical schools) continued to develop, with the number of students increasing from 483,000 in 2006 to 905,000 in 2008, with an average annual growth rate of 14.6%. Township agricultural schools constantly adapt to the new requirements of farmers' cultural and technical education, and extensively carry out rural practical technical training and rural labor force transfer training. At present, there are township agricultural schools 1960 in the province. Our province has initially formed a vocational education system with higher vocational colleges as the leader, secondary vocational schools as the main body and township agricultural schools as the foundation.
Second, the diversification of vocational education subjects has been initially realized, forming a school-running pattern dominated by the government, with industry, enterprises and social forces as important components. In 2008, there were 62 higher vocational colleges in the province, with 20 run by the government, 3 1 run by departments, industries and enterprises, and1run by social forces. There are 643 independent secondary vocational schools (excluding technical schools), 200 run by the government, 1 14 run by departments, industries and enterprises, and 329 run by social forces.
Third, the reform of personnel training mode has been steadily advanced and the quality of personnel training has been gradually improved. Since the Tenth Five-Year Plan, employment-oriented, service-oriented and quality-oriented have gradually become the school-running policies of vocational colleges. The reform of talent training mode with school-enterprise cooperation, work-study combination and "order-based" training as the main forms has been further deepened; Some vocational colleges actively promote modular teaching reform and begin to build a curriculum system with professional ability as the core. By 2008, 38 courses in higher vocational colleges in our province have become national top-quality courses. At the same time, vocational colleges vigorously promote the "double certificate" education system of academic certificates and vocational qualification certificates. According to a sample survey, the proportion of graduates from related majors who have obtained vocational qualification certificates has reached 85%, and the employment rate of graduates has remained stable at over 90%.
Fourth, actively promote the construction of basic capacity, and enhance the comprehensive strength of vocational colleges. Since the Tenth Five-Year Plan, 8 1 schools in our province have been recognized as national key secondary vocational schools by the Ministry of Education, 5 vocational colleges have entered the ranks of national demonstration vocational colleges, and 50 vocational colleges have passed the personnel training assessment organized by the Ministry of Education, of which 4 1 schools have obtained excellent grades, 52 vocational education training bases supported by the central government, and 12 secondary vocational majors have become. According to the general requirements of the provincial party committee and government to build a strong education province and vigorously develop vocational education, in 2007, our province launched the "Eleventh Five-Year Plan" provincial key construction projects. Through the construction of key projects, the connotation construction of vocational education in our province, especially secondary vocational education, began to be significantly strengthened. At present, the province has built 36 provincial demonstration secondary vocational schools, 29 demonstration county (city) vocational education centers, 4 key practice training bases 14, 8 professional teachers' vocational skills certification training bases 18, 66 demonstration township agricultural schools, 66 provincial top-quality secondary vocational schools, 64 top-quality courses and 300 professional leaders.
"Generally speaking, in recent years, vocational education in our province has made great progress and has had a certain impact in the country. Higher vocational education ranks in the forefront of the country, and secondary vocational education has already had a good foundation for development. " Wang Jian told reporters confidently.
This problem should be faced squarely.
When talking about the shortcomings of vocational education in our province, Wang Jian said that compared with other types of education, vocational education is still the weakest link in the development of education in our province, and the scale, structure and quality of personnel training can not meet the needs of economic and social development in our province. First, on the whole, due to the serious shortage of investment in vocational education, the conditions for running vocational colleges are generally weak. According to the statistical annual report published by the Ministry of Education and the Ministry of Finance in February 2008, in 2006, the average budget of education funds for secondary vocational schools in our province was 1565.24 yuan, which was 598.45 yuan lower than the national average, ranking eighth from the bottom. The public expenditure in the per capita budget is 195.37 yuan, which is lower than the national average of 2 1 1.9 1 yuan, ranking third from the bottom. Insufficient investment in vocational education, coupled with the relatively weak original development foundation, has led to poor conditions for running vocational colleges in our province, especially secondary vocational schools, and a serious lack of internship and training equipment. Second, the development is very uneven. In some places, secondary vocational education has been in a weak state for a long time, and in some places, secondary vocational education is still blank. The national decree on vigorously developing secondary vocational education has long been stagnant or even impassable in these places. Last year, the enrollment rate of secondary vocational schools in the province was less than 30% in 5 counties and cities, of which 28 counties were less than 20% and 4 counties were less than 10%. Third, the specialty setting can not meet the needs of industrial development, and the talent training structure needs further adjustment. Affected by many objective reasons, vocational colleges have many liberal arts majors, high technology content, and few majors that connect with emerging industries, which is difficult to meet the demand for skilled talents for the optimization and upgrading of industrial structure and the implementation of new industrialization-driven strategy in our province. Fourth, the guarantee mechanism has not been established and improved, and the development environment of vocational education needs to be further optimized. For example, a few local governments do not pay enough attention to the development of vocational education, and the overall management of vocational education is weak; Due to the lack of effective measures to ensure enterprises to receive internship training for teachers and students in vocational colleges, it is difficult to deepen school-enterprise cooperation and work-study combination; The employment access control and labor preparation system have not been strictly implemented, which objectively restricts the development of vocational education.
These measures are more powerful.
At present, the global financial crisis is having a profound impact on the global economy, and China's industrial structure and industrial regional layout are also undergoing profound changes, which puts forward more urgent requirements for the development and reform of education, especially vocational and technical education. From the point of view of our province, the implementation of the strategy of "one modernization, three basics" and enriching the people and strengthening the province must be supported by millions of highly skilled talents and tens of millions of high-quality workers. Vocational education fully meets the fundamental requirements of economic and social development for talents. We must unswervingly adhere to the policy of vigorously developing vocational education, put accelerating the development of vocational education in a very prominent position, and pay close attention to it as a prominent strategic focus of strengthening the province through education.
"Based on this, the General Office of the Provincial People's Government issued the Notice on Establishing the Supervision and Evaluation System for Vocational Education of County People's Governments, aiming at accelerating the development of vocational education in our province." According to Liu Jing, from 2008 to 20 10, it will take five years for the province to complete the first round of supervision and evaluation of the vocational education work of county-level people's governments. In principle, the time of supervision and evaluation of vocational education by the people's government at the county level is synchronized with the time of "two supervision and evaluation" of county-level education work.
The main contents of the supervision and evaluation are as follows.
The first is the development environment of vocational education. The second is the development plan of vocational education. According to the reality of regional economic and social development, industrial structure layout and the demand for skilled talents of industrial enterprises, the development plan of vocational education is formulated in combination with the planning of compulsory education and the planning of counties (cities, districts) with strong education, so as to give full play to the leading role of the government in the reform and development of vocational education and integrate various local vocational education resources, including technical schools. We will implement key vocational education projects such as demonstration secondary vocational schools, demonstration county-level vocational education centers and demonstration township agricultural schools, and implement skilled personnel training projects, rural labor force transfer training projects, rural practical personnel training projects, adult continuing education and re-employment training projects.
The third is the investment in vocational education funds. Establish and improve the guarantee mechanism for the investment of vocational education funds, and gradually increase the investment of public finance in vocational education. County and urban people's governments shall gradually implement the funds of public vocational colleges in accordance with the per capita funding standards; More than 30% of the city education fee is used for vocational education, and a certain proportion of the local education fee is used for vocational education; Seriously organize the implementation of national and provincial vocational education special construction projects, and the required matching funds shall be fully allocated according to the requirements of project implementation; The state grants for secondary vocational schools are in place, and 5% of the income of secondary vocational schools is used to support poor students. The enterprise shall allocate funds for education and training according to the proportion of +0.5% ~ 2.5% of the total wages of employees; Give corresponding tax incentives to enterprises that stably accept students' internship training and pay students' remuneration; Rural science and technology development and technology promotion funds are properly used for rural vocational education; Vocational colleges and training institutions to carry out re-employment training for unemployed people, in accordance with the provisions of re-employment training subsidies; It is strictly forbidden for relevant departments to apportion and impose fines on vocational schools. The tuition fees charged by vocational colleges are all used for education and teaching. County and urban people's governments do not charge adjustment funds and do not offset financial allocations. No department may intercept it or use it for other purposes. Local technical schools enjoy the above-mentioned financial support and preferential policies of the government to fairly support the development of vocational education.
The fourth is the development level of vocational education. Coordinate the development of high school education, rationally adjust the structural layout of high school education, and ensure the proportional diversion of junior high school graduates according to the principle that the scale of ordinary high school and secondary vocational education is roughly equal; The number of students enrolled in technical schools is incorporated into the diversion ratio and calculated as vocational school enrollment; Coordinating the development of vocational education and adult education, the county and urban people's governments focus on running a demonstration secondary vocational school, and the township people's governments run township agricultural schools; Integrate county-level vocational education resources, build county-level vocational education centers, and build a vocational training system with overall government planning, departmental coordination and resource sharing; Implement the quality improvement plan of vocational school teachers and strengthen the construction of "double-qualified" teachers; Implement the key project construction plan of vocational education and build the backbone system of vocational education; With the aim of service, employment-oriented, market-oriented, and society-oriented, we will dock the development of county industries and vigorously promote the reform of school-enterprise cooperation and "order-based" talent training mode.
How to use the results of supervision and evaluation? In the face of a reporter's question, Liu Jing replied that the Education Supervision Office of the provincial people's government timely fed back the results of vocational education supervision and evaluation to the people's governments at the county level who accepted the supervision and evaluation, and informed the people's governments at the city and state levels. The results of supervision and evaluation are included in the "two supervision and evaluation" of county-level education and the important content of supervision and evaluation of counties (cities, districts) with strong education, which is an important basis for the establishment of related projects, special funds, recognition and awards. The counties (cities, districts) that were rated as unqualified in the supervision and evaluation, and the "two supervision and evaluation" of county-level education work were determined to be unqualified, shall not be rated as "strong education counties (cities, districts)", and shall not declare the key construction projects of national and provincial vocational education, and shall be investigated for the responsibility of the main responsible person according to the organizational procedures and cadre management authority.

For example, in accordance with the requirements of "adhering to the government's leadership, establishing an overall planning mechanism, optimizing the allocation of resources and improving the overall efficiency", Yueyang City seized the opportunity of establishing a provincial-level demonstration county-level vocational education center, and promoted the construction of county-level vocational education center as a whole, making it the main base for training skilled personnel, rural labor force transfer training, rural practical technology training and promotion, poverty alleviation and development, and popularizing high school education, effectively improving the overall development level of county-level vocational education.
For example, Changsha Municipal Party Committee and Municipal Government plan to invest 654.38+48 million yuan to step up the construction of Changsha Vocational Education City. On the basis of integrating the resources of eight vocational colleges, we will build five teaching areas according to five professional groups, realize close docking with pillar industries in Changsha, and enjoy internship training bases and living service facilities.
For example, the Zhuzhou Municipal Party Committee and Municipal Government are also planning to build a vocational education science and technology park covering an area of 8,000 mu, and clearly include the vocational education science and technology park in the top ten key projects of Zhuzhou City.
Chenzhou, Xiangtan and other cities and states have also taken extraordinary measures in developing vocational education. At the level of vocational education development, Wangcheng County is gradually achieving the goal that the education scale, school conditions, enrollment and the number of students entering higher schools are roughly equal to those of ordinary high schools.
Zhang Dawei also said that at present and in the future, the overall development thinking of vocational education in our province is: docking industries (industries), combining work with study, improving quality, promoting the deep integration of vocational education chain into industrial chain, and serving the economic and social development of our province. This year, according to the development trend and requirements of the province's top ten advantageous industries, 50 industrial clusters and modern service industries, we will actively promote group-based education and plan to set up 18 vocational education groups. At present, five vocational education groups have been established, and the rest are being actively established. The main purpose of promoting the collectivization of vocational education is to build vocational education brands and form regional, industrial and labor brands.
