Zhang Xueliang Foundation, formerly known as Zhang Xueliang Academic Research Foundation, consists of Zhang Xueliang's former confidential secretary, deputy commander of the Chinese People's Liberation Army Railway Corps and former Minister of Railways Guo Weicheng. Comrade Gao Cunxin, former deputy commander of the artillery of China People's Liberation Army, Comrade Liu, former vice minister of agriculture, the wife of General Zhang Xueliang's sister-in-law, Comrade Xie, member of the Chinese People's Political Consultative Conference, Professor Zhang Deliang, director of the China Modern History Research Office of the History Department of Liaoning University, and Professor Zhou Yi negotiated in Shenyang on 1987 to raise funds for the study of Zhang Xueliang and Northeast military history. It was decided to establish the "Zhang Xueliang Academic Research Foundation", with Guo Weicheng as the president, Gao Cunxin and Liu Peizhi as the vice presidents, and Zhou Yi as the secretary general, with donations from all parties. It was formally established in February and started its activities. 1987.
