The transformation of old urban communities is an important livelihood project and development project. From 20 19, Zhejiang Province was listed as a pilot province for the renovation of old urban residential areas in China. The whole province actively explored and practiced, and the pilot work achieved phased results, which was fully affirmed by the Ministry of Housing and Urban-Rural Development. In the past two years, the province has started to implement 987 renovation projects of old residential areas, with a planned investment of about 654.38+045 billion yuan, benefiting 460,000 households.
In order to create an atmosphere in which the renovation of old urban residential areas is better than learning and striving for Excellence, further innovate ideas and methods, and improve policies and measures throughout the province, the Zhejiang Provincial Department of Housing and Urban-Rural Development launched new measures in the evaluation work. The evaluation work is divided into 1 1 group according to the process of city and county self-evaluation, cross-checking and third-party professional organization evaluation. Local housing and urban construction departments are responsible for leading the team, focusing on overall leadership, supervision and inspection, project promotion, fund raising and long-term management, and organizing comprehensive evaluation.
In terms of grading standards for the renovation of old residential areas, it mainly evaluates whether the responsible subjects and implementing subjects of the renovation of old residential areas in cities and towns are clear, whether the approval process is optimized, whether the work flow is standardized, whether the renovation content is rich, whether the acceptance criteria for renovation are clear, and whether the opinions of the masses and the publicity of the plan are solicited before the renovation.
In terms of bonus items for the evaluation of the renovation of old residential areas, Zhejiang Province takes the fund-raising mechanism as the bonus item for this comprehensive evaluation. The introduction of social capital, residents' participation in the transformation, the overall use of financial funds at all levels and departments, and the participation of pipeline units or state-owned franchised enterprises to form a mechanism for local government special bonds and credit support of financial institutions. In the long-term management of the transformation of old residential areas, the key points are whether professional property management or quasi-property management has been implemented, whether the collection, use and renewal mechanism of special maintenance funds for old urban residential areas has been established, whether the multi-department joint law enforcement mechanism has been established, and whether the daily supervision of old residential areas has been strengthened.
In order to ensure the effectiveness of the evaluation, Zhejiang Province organized provincial-level districts and cities to check each other's work progress, compare each other's work intensity, investment and cadre style, learn from each other's advanced measures and methods to promote the transformation of old urban communities, and promote the implementation of the work.
Next, in accordance with the principle of "change if you can, and change if you want", Zhejiang Province will coordinate the renovation of old urban residential areas, the construction of "zero direct sewage discharge" and the protection of historical and cultural blocks, and strive to achieve "one-time comprehensive renovation, one-time arrival", so as to promote the overall improvement through transformation and realize perfect infrastructure, clean living environment, supporting community services, long-term management mechanism, outstanding community culture and harmonious neighborhood relations.
