On September 4th, the Ministry of Housing and Urban-Rural Development officially issued "Several Opinions of the Ministry of Housing and Urban-Rural Development and Other Departments on Accelerating the Development of New construction industrialization" (hereinafter referred to as "Opinions"), which mentioned supporting new construction industrialization enterprises to carry out financing by issuing corporate bonds and corporate bonds.

There are 37 Opinions, which give opinions from nine aspects, such as strengthening system integration design, optimizing parts production, popularizing lean construction, accelerating the development of information technology integration, innovating organizational management mode, strengthening scientific and technological support, accelerating the training of professional talents, carrying out evaluation of new building industrialization projects, and increasing policy support.

According to the Opinions, the new building industrialization is driven by the new generation of information technology, with systematic integrated design and lean production construction in the whole life cycle of the project as the main means, and the whole industrial chain, value chain and innovation chain are integrated to realize the building industrialization with high efficiency, high quality, low consumption and low emission. Since the publication and implementation of "Guiding Opinions of General Office of the State Council on Vigorously Developing Prefabricated Buildings" (Guo Ban Fa [2016] No.71), the new construction industrialization, represented by prefabricated buildings, has been rapidly promoted, and its construction level and quality have been significantly improved. In order to fully implement the new development concept, promote the green development and high-quality development of urban and rural construction, promote the comprehensive transformation and upgrading of the construction industry with new building industrialization, and build an internationally competitive "Made in China" brand.

In terms of increasing policy support, the Opinions mentioned the need to increase financial support. That is, support new construction industrialization enterprises to raise funds by issuing corporate bonds and corporate bonds. We will improve the policy environment for green finance to support new construction industrialization, actively explore diversified green financial support methods, and give green financial support to new construction industrialization projects that meet the star standard of green buildings. Make good use of the national green development fund, encourage all localities to set up special funds, and do not increase hidden debts.

The following is the full text of several opinions of the Ministry of Housing and Urban-Rural Development and other departments on accelerating the development of new construction industrialization:

All provinces, autonomous regions and municipalities directly under the central government, housing and urban-rural construction departments (commissions, management committees), education departments (commissions), science and technology departments (commissions, bureaus), industrial and information departments, natural resources departments, ecological environment departments (bureaus), Shanghai headquarters of the People's Bank of China, branches, business management departments, provincial capital city center branches, sub-provincial city center branches, and market supervision bureaus (bureaus)

The new building industrialization is driven by the new generation of information technology, with the system integration design and lean production construction in the whole life cycle of the project as the main means, integrating the whole industrial chain and value chain of the project and innovation chain to realize the building industrialization with high efficiency, high quality, low consumption and low emission. In order to fully implement the new development concept, promote the green development and high-quality development of urban and rural construction, promote the comprehensive transformation and upgrading of the construction industry with new building industrialization, and build an internationally competitive "Made in China" brand, we hereby put forward the following opinions.

First, strengthen the system integration design.

(1) Promote the coordination of the whole industrial chain. Implement the architect responsibility system for new building industrialization projects, and encourage design units to provide whole-process consulting services. Optimize the pre-project technical planning scheme, and make overall planning and design, spare parts production and transportation, construction and installation, operation and maintenance management. Guide the construction unit and the general contractor to aim at the final product and comprehensive benefit of the building, and promote the resource sharing, system integration and linkage development of the upstream and downstream of the industrial chain.

(2) Promote multidisciplinary cooperation. By means of digital design, we will promote the integrated design of architecture, structure, equipment, piping and decoration, improve the integrity of the building, avoid the second split design, ensure the design depth to meet the requirements of production and construction, and give full play to the comprehensive advantages of the integration of new building industrialization systems.

(3) Promote standardized design. Improve the design selection criteria, implement the standardized design of building plane, facade, components, parts and interfaces, promote the design method of fewer specifications and more combinations, focus on schools, hospitals, office buildings, hotels and residences, strengthen design guidance, and promote the prefabricated building system.

(4) Strengthen the technical demonstration of the design scheme. Carry out the architectural design requirements of organic unity of standardized design, industrialization construction and new building industrialization projects, and shape the city characteristics. In the review stage of architectural design scheme, strengthen the demonstration of the implementation of design requirements of new building industrialization projects to avoid the similarity of architectural styles.

Second, optimize the production of parts.

(5) Promoting standardization of spare parts. Prepare the size guide of main components, promote the factory production of general components such as steel and concrete components, precast concrete wallboard, laminated floor slab, stairs, etc., meet the requirements of standardized design and selection, expand the use scale of standardized parts, and gradually reduce the production cost of parts.

(six) improve the integrated building components. Compile an integrated modular atlas of relevant standards for building parts, improve the industrial supporting capacity of building parts such as integral bathroom, integral kitchen, integral doors and windows, and gradually form a standardized and serialized supply system for building parts.

(seven) to promote the balance between supply and demand of production capacity. Comprehensively consider the transportation and service radius of spare parts, guide the rational distribution of production capacity, strengthen the monitoring of market information, regularly publish the supply and demand of spare parts production capacity, and improve the utilization rate of production capacity.

(eight) to promote the certification of parts. Formulate relevant technical requirements for new industrial building components, implement quality certification system, improve supporting insurance system, and improve product supporting capacity and quality level.

(nine) to promote the application of green building materials. We will develop new building materials with safety, health, environmental protection and excellent performance, promote the certification, popularization and application of green building materials, promote the new building industrialization projects such as prefabricated buildings to take the lead in adopting green building materials, and gradually increase the application ratio of green building materials in new urban buildings.

Third, promote lean construction.

(10) Vigorously develop steel structure buildings. Encourage hospitals, schools and other public buildings to give priority to the use of steel structures, and actively promote the construction of steel structure houses and rural houses. Improve the fire prevention and corrosion protection performance and technical measures of steel structure buildings, increase the application of hot-rolled H-beam, weathering steel and fire-resistant steel, and promote the all-round development of key technologies and related industries of steel structure buildings.

(eleven) the promotion of prefabricated concrete buildings. Improve the structural system of assembled concrete buildings suitable for different building types, and increase the integrated application of high-performance concrete, high-strength steel bars, energy dissipation and pre-stress technology. Actively apply prefabricated concrete structures in affordable housing and commercial housing, and encourage areas where conditions permit to fully promote the application of prefabricated interior walls, prefabricated stair slabs and prefabricated floors.

(12) Promote the complete renovation of buildings. Assembled buildings and star-rated green building projects should promote full decoration, actively develop finished houses, and advocate menu-based full decoration to meet the individual needs of consumers. Promote the application of assembled decoration in commercial housing projects, promote the technology of pipeline separation and integrated decoration, promote the integration of modular building components, improve the decoration quality and reduce the operation and maintenance costs.

(13) Optimize the construction technology. Carry out assembly-type green construction mode, guide construction enterprises to develop construction techniques and methods suitable for lean construction, such as parts hoisting, transportation, stacking, parts connection, etc., popularize the application of supporting equipment and machines such as steel bar positioning plates, and improve the industrialization level of on-site construction in materials handling, steel bar processing, high-altitude welding and other links.

(14) Innovative construction organizations. Improve the lean construction organization mode to adapt to the new building industrialization, promote the integrated mode of design, procurement, production and construction, implement the collaborative construction of assembled building decoration with main structure and electromechanical equipment, give full play to the advantages of interspersed construction of structure and decoration, and improve the fine management level of construction site.

(fifteen) to improve the quality and efficiency of construction. Strengthen the quality and safety control of key parts and processes such as parts entry, construction and installation, joint grouting, sealing and waterproofing, strengthen the technical disclosure of quality and safety for construction managers and front-line operators, and comprehensively improve the construction quality and efficiency through the whole process of organization and management and technical optimization and integration.

Fourth, accelerate the development of information technology integration.

(sixteen) vigorously promote the building information model (BIM) technology. Accelerate the integrated application of BIM technology in the whole life cycle of new construction industrialization. Make full use of social resources, establish and maintain standardized parts library based on BIM technology, and realize information interconnection and interaction in design, procurement, production, construction, delivery, operation and maintenance. Pilot to promote the BIM construction approval and construction drawing BIM audit mode, promote the integration and linkage with CIM platform, improve the information supervision ability, and improve the efficiency of resource allocation in the whole industry chain of the construction industry.

(seventeen) to accelerate the application of big data technology. Promote the application of big data technology in project management, bidding and credit system construction, rely on the national construction market supervision service platform, gather, integrate and analyze big data related to enterprises, projects, employees and credit information, support market monitoring and data analysis, and improve the service capacity and supervision efficiency of the construction industry.

(eighteen) to promote the application of Internet of Things technology. Promote the integrated application of Internet of Things technologies such as sensor network, low-power wide area network, 5G, edge computing, radio frequency identification (RFID) and two-dimensional code identification in smart construction sites, develop wearable devices, improve the health and safety monitoring ability of construction workers, and promote the application of Internet of Things technologies in monitoring management, energy conservation and emission reduction, and intelligent buildings.

(nineteen) to promote the development of intelligent building technology. Accelerate the deep integration of new building industrialization and high-end manufacturing, and build an Internet platform for the construction industry. Promote the demonstration of smart photovoltaic applications and promote the combined application of photovoltaic power generation systems and buildings. Carry out intelligent upgrading of production equipment and construction equipment, and encourage the application of intelligent equipment such as engineering robots, industrial robots and intelligent mobile terminals. Promote smart home, smart office and building automation systems to improve the convenience and comfort of buildings.

(twenty) vigorously promote the general contracting of projects. New building industrialization projects actively carry out the general contracting mode to promote the deep integration of design, production and construction. Guide key enterprises to improve project management, technological innovation and resource allocation capabilities, cultivate general contracting enterprises with comprehensive management capabilities, implement the main responsibility of general contracting units, and protect the legitimate rights and interests of general contracting units.

(twenty-one) the development of the whole process of engineering consulting. Vigorously develop market-oriented full-process engineering consulting services to meet the diversified needs of the entrusting party, and cultivate full-process engineering consulting enterprises with business capabilities such as survey, design, supervision, bidding agency and cost.

(twenty-two) improve the supervision of prefabricated components. Strengthen the quality management of prefabricated components, actively adopt the ex-factory supervision system, implement the traceability of quality responsibility in the whole process, and encourage the establishment of a long-term mechanism by means of filing management of component manufacturers and flight inspection of component quality.

(twenty-three) to explore the engineering insurance system. Establish and improve the engineering quality insurance and guarantee system, and help enterprises strengthen risk management and control through the insurance risk accident prevention and rate adjustment mechanism to ensure the quality of construction projects.

(twenty-four) the establishment of user supervision mechanism. Prepare guidelines for home inspection of green residential buyers, encourage the relevant indicators of residential green performance and full decoration quality to be included in commercial housing sales contracts, residential quality guarantee letters and residential instruction manuals, clarify quality warranty responsibilities and dispute handling methods, and protect the rights and interests of buyers.

Sixth, strengthen scientific and technological support.

(twenty-five) to cultivate scientific and technological innovation base. Set up a number of innovation bases such as new building industrialization technology innovation centers and key laboratories, and encourage key enterprises, universities and research institutes to jointly establish new building industrialization industry technology innovation alliances.

(twenty-six) to increase scientific and technological research and development. Vigorously support the research and development of BIM bottom platform software, increase the joint research of steel structure residential envelope system, material properties and connection technology, accelerate the research and development of grouting quality inspection and efficient connection technology of assembled concrete structures, and strengthen the research and development of intelligent construction technology products such as construction robots.

(twenty-seven) to promote the transformation of scientific and technological achievements. Establish a new library of major scientific and technological achievements in building industrialization, increase the publicity of scientific and technological achievements, promote the transformation and application of scientific and technological achievements, and promote the innovative development of new technologies, new materials, new products and new processes in the construction field.

Seven, accelerate the training of professional talents.

(twenty-eight) training professional and technical management personnel. Vigorously cultivate new building industrialization professionals, expand the team of design, production, construction and management talents, strengthen the continuing education of new building industrialization professionals and technicians, and encourage enterprises to establish the system of chief information officer (CIO).

(twenty-nine) to train workers in technical industries. Deepen the reform of the construction employment system, improve the skill level evaluation system of construction employees, and promote the integration of academic certificates and vocational skill level certificates. Open up the career development path of construction workers, carry forward the craftsman spirit, strengthen vocational skills training, and vigorously cultivate industrial workers.

(30) Strengthen the training of reserve talents. We will promote the cooperation between enterprises related to new construction industrialization, support the establishment of a number of modern industrial colleges by schools and enterprises, support the colleges to meet the new needs, new formats and new technologies of the construction industry, offer prefabricated building-related courses, innovate the talent training mode, and provide professional talent protection.

Eight, to carry out the evaluation of new building industrialization projects.

(thirty-one) to develop evaluation criteria. Establish a technical index system for evaluating new building industrialization projects, pay attention to the application of information technology, and lead building projects to continuously improve labor productivity and building quality.

(thirty-two) the establishment of evaluation results application mechanism. Encourage new building industrialization project units to carry out self-evaluation or entrust third-party evaluation according to the evaluation criteria after the project is completed, and actively explore the evaluation of regional new building industrialization system. (34) Increase financial support. Support new building industrialization enterprises to raise funds by issuing corporate bonds and corporate bonds. We will improve the policy environment for green finance to support new construction industrialization, actively explore diversified green financial support methods, and give green financial support to new construction industrialization projects that meet the star standard of green buildings. Make good use of the national green development fund, encourage all localities to set up special funds, and do not increase hidden debts.

(thirty-five) increase support for environmental protection policies. Support construction enterprises to do a good job in environmental impact assessment and monitoring. During the heavily polluted weather, non-earthwork construction shall not be stopped for new building industrialization projects such as assembly. Establish construction waste emission standards, carry out publicity on construction waste emission at construction sites, and encourage all localities to reward construction enterprises that meet the requirements of construction waste emission reduction at construction sites.

(thirty-six) to strengthen the support of science and technology promotion. Promote national key R&D plans and scientific research projects to support the research and development of new building industrialization technologies, and encourage all localities to give priority to the inclusion of new building industrialization-related technologies in housing and urban and rural construction promotion and application technology announcements and scientific and technological achievements promotion catalogues.

(thirty-seven) increase the support of incentive policies. Incorporate the development level of urban new construction industrialization into the China Habitat Environment Award and the national ecological garden city evaluation index system. Vigorously support the new construction industrialization project and participate in the selection of green building innovation award.
