According to the requirements of the "Guiding Opinions of the State Council on Carrying out the Pilot Program of New Rural Social Pension Insurance" (Guofa [2009] No. 32) and the approval opinions of the State Council's leading group for the pilot work of new rural social pension insurance, it was decided to implement the pilot program in 9 counties including Chaoyang District, Changchun City ( Municipalities and districts) carry out pilot projects for new rural social pension insurance (hereinafter referred to as the new rural pension insurance) (see the attachment for the list of pilot units). In order to do a good job in the pilot work and in combination with the actual situation of our province, these opinions are formulated. The new rural insurance fund consists of individual contributions, collective subsidies, and government subsidies.

(1) Individual payment. Rural residents participating in the new rural insurance should pay pension insurance premiums in accordance with regulations. The payment standard is currently set at 5 levels of 100 yuan, 200 yuan, 300 yuan, 400 yuan, and 500 yuan per year. Each pilot county (city, district) can add payment levels according to the actual situation; the insured can choose the level of payment independently, and many Pay more and get more. The payment levels will be adjusted by the province in a timely manner based on the growth of the per capita net income of rural residents in our province.

(2) Collective subsidies. Village collectives that meet the conditions shall provide subsidies to insured persons for their contributions, and the subsidy standards shall be democratically determined by the villagers' committee convening a village meeting. Encourage other economic organizations, social welfare organizations, and individuals to provide subsidies for insured persons' payment.

(3) Government subsidies. The state will fully pay the new rural insurance basic pension to eligible participants. Provincial and pilot county (city, district) governments provide subsidies to insured persons. The subsidy standards are: a subsidy of 30 yuan for a payment of 100 yuan, a subsidy of 35 yuan for a payment of 200 yuan, a subsidy of 40 yuan for a payment of 300 yuan, a subsidy of 45 yuan for a payment of 400 yuan, For a fee of 500 yuan, a subsidy of 50 yuan will be provided. The required funds will be shared by the provincial and pilot county (city, district) governments in a ratio of 6:4; for those who choose to pay a fee of 500 yuan or above, the subsidy method will be determined by the pilot county (city, district) government. .

(4) For rural severely disabled people and other groups with difficulty in paying premiums, pilot county (city, district) governments will pay part or all of the minimum standard pension insurance premiums for them.

(5) On the basis of participating in insurance and paying contributions in accordance with these opinions, the village party organization secretary and village committee director shall appropriately increase payment subsidies based on their tenure. Specific measures shall be formulated. (1) The payment of pension insurance for rural residents in pilot counties (cities, districts) is based on administrative villages, and the township (town) human resources and social security service stations (offices) shall approve the insurance qualifications, handle registration, and verify payment.

Establish a new rural insurance personal account, implement full accumulation, real account management, and lifelong records. Personal account funds include:

1. Pension insurance premiums and interest paid by individuals;

2. Collective subsidies and other financial organizations, social welfare organizations, and individuals’ funding and interest on insured persons’ contributions;

3. Provincial and pilot county (city, district) governments provide payment subsidies and interest to insured persons;

4. Other income and interest.

(2) The deposit amount of the new rural insurance personal account is calculated with reference to the one-year RMB deposit interest rate of financial institutions announced by the People's Bank of China every year, which is regularly released by the Provincial Department of Human Resources and Social Security. (1) Pension benefits consist of basic pension and personal account pension, and are paid for life.

The basic pension calculation standard is 55 yuan per person per month, and the required funds are subsidized by the central government. Pilot county (city, district) governments can increase basic pension standards based on actual conditions, and the required funds will be borne by the local government.

The monthly calculation and payment standard for personal account pensions is: the total amount of savings in the personal account divided by 139 (the same as the personal account pension calculation coefficient of the basic pension insurance for urban employees).

When an insured person dies, the balance of funds in the personal account, except for government subsidies, can be inherited in accordance with the law; the balance of government subsidies is used to continue paying the pensions of other insured persons.

(2) Elderly people with rural household registration who are over 60 years old and do not enjoy the basic pension insurance benefits for urban employees can apply through the township (town) human resources and social security service station ( After being reviewed and approved by the Human Resources and Social Security Administration Department of the county (city, district), you will enjoy a monthly pension starting from the month after reaching the age of 60.

When the new rural insurance system is implemented, people with rural household registration who are over 60 years old and do not enjoy the basic pension insurance benefits for urban employees do not need to pay and can receive basic pensions on a monthly basis, but they are eligible for insurance Children who meet certain conditions should participate in the insurance and pay premiums; if they are less than 15 years away from the age of receipt, they should pay annual premiums, and they are also allowed to pay back. (3) According to the unified deployment of the country and the economic development status and living standards of our province, the minimum standard of the new rural basic pension shall be adjusted in a timely manner. The specific adjustment plan shall be determined by the Provincial Department of Human Resources and Social Security in conjunction with the Provincial Finance Department The proposal will be submitted to the provincial government for approval before implementation.

(4) The new rural insurance benefits will be distributed on a monthly basis. Qualifications for receiving benefits should be determined; if someone dies during the period of receiving benefits, their immediate family members should go to the corresponding township (town) human resources and social security service station (office) to handle relevant procedures within one month.
