Article 7 Units and individuals that produce and apply new wall materials can enjoy preferential policies on taxation and project establishment as stipulated by the state. Article 8 The product quality of new wall materials shall conform to national standards and industry standards; If there is no national standard or industry standard, it shall conform to local standards; If there is no local standard, the enterprise standard shall be formulated by the new wall material production enterprise and reported to the provincial standardization administrative department and the wall reform department for the record.
It is not allowed to produce and sell new wall materials without quality standards or unqualified quality. Article 9 Since June 30, 2005, it is forbidden to use solid clay bricks in new construction, expansion and reconstruction projects in the urban planning area of this Municipality (excluding Shuangyang District).
Yushu City, Nong 'an County, dehui city City, Jiutai City, Shuangyang District People's Government and all kinds of pilot towns have banned the use of solid clay bricks since June 5438+February 3, 2008.
New wall materials are advocated for new construction, expansion and reconstruction projects outside the areas specified in the preceding two paragraphs. Tenth new construction, expansion and renovation of solid clay brick production lines are prohibited within the administrative area of this Municipality.
Encourage solid clay brick production enterprises to produce new wall materials or other products through technological transformation. Eleventh in the area where the use of solid clay bricks is prohibited, the construction unit shall not require the design unit to design and use or change the design and use of solid clay bricks for new construction, expansion and reconstruction; Design units shall not design and use solid clay bricks in construction engineering design; Construction drawing design document review institutions shall not pass the design review of the design and use of solid clay bricks; The construction unit shall construct in accordance with the requirements of the construction drawing design documents, and shall not change the design and use of solid clay bricks; The supervision unit shall supervise the construction unit in accordance with the requirements of the construction drawing design documents, and shall not allow the use of solid clay bricks that violate the requirements of the construction drawing design documents. Twelfth construction units and individuals must pay the special fund for new wall materials (hereinafter referred to as the special fund) to the competent department of wall reform before the construction project starts. Failing to pay the special fund as required, the construction administrative department shall not approve the construction.
The collection, management and use of special funds shall be handled in accordance with the relevant provisions of the state and the province. Thirteenth construction units and individuals all use new wall materials construction projects, full return of special funds; New wall materials used less than 40% (including 40%) of the construction project, will not be returned to the special fund; Construction projects that use more than 40% of new wall materials will be returned to the special fund according to the same proportion of new wall materials that have been used. Article 14 Construction units and individuals applying for the return of special funds shall apply to the competent department of wall reform of special funds for acceptance before the main building is completed and the interior and exterior walls are not painted, and the competent department of wall reform shall handle it in accordance with the relevant provisions of the province. Fifteenth special funds for new wall materials capital construction projects or technical transformation projects, in accordance with the relevant provisions of the province to apply for and handle. Sixteenth in violation of the provisions of the first paragraph of article tenth, the competent department of wall reform shall order it to make corrections within a time limit and impose a fine of 10000 yuan to 50000 yuan. Seventeenth in violation of the provisions of article eleventh, the competent department of wall reform shall be ordered to make corrections within a time limit. Nineteenth in the area where the use of solid clay bricks is prohibited, the production and sale of solid clay bricks, as well as the production and sale of wall materials without quality standards or unqualified quality standards, shall be punished by the relevant departments according to law. Twentieth if a party refuses to accept the decision on administrative punishment made in accordance with these provisions, it may apply for administrative reconsideration or bring an administrative lawsuit according to law.
