Chapter I General Principles

Article 1 In order to further enhance the scientific and technological innovation ability of universities in Tianjin, deepen the reform of education and teaching, improve the level of discipline construction, strive to make universities truly become the cradle of high-level personnel training, the base of independent innovation, the source of scientific and technological innovation, and the important support for the development of high-tech industries, make greater contributions to enhancing Tianjin's independent innovation ability, and realize technological leapfrogging and improve the comprehensive strength of society, the Tianjin Municipal Education Commission (hereinafter referred to as the "Municipal Education Commission") has decided to set up the Tianjin University Science and Technology Development Fund (hereinafter referred to as the "Tianjin Municipal Education Commission")

Article 2 The scope of projects funded by university funds is mainly natural science research carried out by Tianjin municipal universities. The declared projects must conform to the overall deployment and planning of the national and Tianjin science and technology development, and be divided into three categories: basic research, applied research and development research in combination with the characteristics of high-level talents training in colleges and universities, the layout of disciplines and the development needs. There are key projects and general projects in college capital planning projects.

General projects aim at improving the original innovation ability, promoting discipline construction and cultivating outstanding innovative talents, and mainly support the exploratory research of new ideas, discoveries, new concepts, new theories and new methods that have been funded by the school's scientific research fund and have certain preliminary research results. Key projects are mainly supported by key disciplines and key laboratories (engineering centers), guided by the national and municipal scientific and technological development priorities and the independent innovation needs of enterprises, carry out in-depth research on the basis of existing research results, set up innovation teams, cultivate major innovation and high-tech projects, and promote major achievements.

Article 3 The principle of "scientific, fair and efficient" shall be implemented in the management of fund projects in institutions of higher learning. Standardize management and select the best project; Centralized declaration, centralized evaluation and centralized publication of results; Adopting modern information technology to improve work efficiency.

Chapter II Application

Fourth institutions of higher learning fund project application by the Municipal Education Commission unified arrangements. Adopt the principle of quota declaration, expert review and merit-based support; The project is accepted once a year, and the declaration time is generally in the second quarter of each year, and it will not be accepted after the deadline.

Article 5 A declared project shall meet the following basic conditions:

(a) the topic meets the needs of economic, social and scientific and technological development, belongs to the forefront of discipline development, is innovative and advanced, and encourages interdisciplinary.

(two) the research ideas are clear, and the academic ideas or technical routes are innovative and feasible; The way to submit the results is testable.

(three) the project applicants must be teachers and scientific and technical personnel of municipal colleges and universities, and generally should have a doctorate. The person in charge of key projects is not more than 50 years old and has senior professional and technical titles; The general project leader is no more than 45 years old and must have intermediate professional and technical titles; Correct style of study, high academic attainments and strong organizational ability.

(4) The subject has a good research foundation and basically meets the main research conditions (laboratory and basic equipment, etc.). ).

(five) when the school affiliated to the non-municipal education commission declares the project, it shall sign the substantive opinions on the condition guarantee and matching funds and affix the official seal.

Article 6 Give priority to supporting municipal key laboratories, key disciplines, engineering technology research centers and other scientific and technological innovation bases to declare projects, advocate interdisciplinary, inter-institutional and inter-departmental joint declaration, give full play to group advantages, and jointly tackle key scientific and technological issues in the field of economic and social development.

Article 7 The person in charge of the fund project of our school shall not declare before the project is completed. In order to avoid duplication of projects, projects that have been funded by other institutions at the same level and above with the Municipal Education Commission may not apply for university fund projects.

Article 8 Applicants for university fund projects must carefully fill in the Application for Tianjin University Science and Technology Development Fund Project (in quintuplicate).

Article 9 The unit to which the project applicant belongs shall, in accordance with the requirements of these Administrative Measures, strictly screen the applied projects, and review the academic significance, application prospects, novelty, research methods, technical route feasibility, research foundation and research working conditions of the projects. The academic Committee of the school signed a clear opinion, stamped with the official seal of the school, and submitted it to the Municipal Education Commission within the specified time.

Chapter III Evaluation and Inspection

Article 10 The Scientific Research Department of the Municipal Education Commission is responsible for the formal review of the declared topics, and those who pass the formal review can enter the communication review and expert review procedures.

Eleventh project evaluation to implement the principle of "fair competition, merit-based funding". The Municipal Education Commission is responsible for organizing the exchange review and expert group review of declared projects. Communication evaluation adopts anonymous evaluation method; The expert group review adopts a combination of defense and written review.

Article 12 The Municipal Education Commission shall determine the funded projects and the amount of funding according to the evaluation results of peer expert review groups.

Thirteenth after the project is established, the Municipal Education Commission will notify the applicant's university in the form of documents, and the research funds will be allocated to the project undertaking school at the end of the year.

Chapter IV Fund Management

Fourteenth university fund project funds allocated by the financial department of the Municipal Education Commission, the implementation of the "one-time project approval, annual funding, one-time use, cost overruns do not make up" principle. The use of funds shall be managed and supervised by the scientific research department and the financial department of the school, and the project leader shall independently use the funded funds as planned, and implement earmarking. At the same time, it is necessary to accept the inspection and supervision of the relevant departments of the Municipal Education Commission.

Fifteenth university funded projects must be used for research projects, the main expenditure range:

(1) scientific research business expenses: test and analysis expenses; Domestic research and academic exchange activities; Publishing/documentation/information dissemination/intellectual property affairs fees; Evaluation and appraisal fees for research results, etc.

(2) Expenses for experimental materials, instruments and equipment: expenses for purchasing consumables such as raw materials, reagents and medicines; The purchase cost of necessary small special instruments and equipment, etc.

(3) Collaborative research fee: the scientific research funds required by the cooperative unit in the research work of this project.

Article 16 For suspended or cancelled university fund projects, the funded unit shall urge the project leader to clean up the accounts in time, fill in the Final Account of Tianjin University Science and Technology Development Fund Project, and submit it to the Scientific Research Office of the Municipal Education Commission, which will determine the amount of returned funds according to the specific circumstances.

Seventeenth after the completion of the project, we must fill in the "Tianjin University Science and Technology Development Fund Project Final Statement" carefully and truthfully, and report to the Municipal Education Commission for settlement and audit. Where it is confirmed that the research plan has been completed, the remaining funds can be arranged and used according to the relevant management measures of the school where the project leader is located.

Chapter V Project Implementation and Management

Article 18 For the projects included in the university fund support plan, the person in charge of the project shall fill in the Project Task Book of Tianjin University Science and Technology Development Fund Plan (hereinafter referred to as the Task Book) in triplicate according to the application, and submit it to the Scientific Research Office of the Municipal Education Commission after being audited by the unit. The "task book" is jointly held by the scientific research department of the Municipal Education Commission, the school scientific research management department and the project leader as the basis for funding and acceptance. If the person in charge of the project puts forward that the terms stipulated in the task book cannot be implemented, the project will be cancelled.

Article 19 After receiving the notice of project initiation, the person in charge of key projects shall determine the specific project implementation plan as soon as possible, organize the demonstration of opening the topic within two months, and report the implementation plan and opening the topic to the Scientific Research Office of the Municipal Education Commission in a timely manner.

Twentieth funded units should be included in the scientific research plan of the unit and managed with reference to these measures. The research period of university fund projects is generally 2 to 3 years. The person in charge of university fund projects should actively organize the implementation of the plan, summarize the work before April 10 every year, and fill in the Annual Work Progress Report of Tianjin University Science and Technology Development Fund Project. After the report form is checked, evaluated and signed by the school, it shall be submitted to the Scientific Research Office of the Municipal Education Commission before the end of April each year.

Twenty-first of the poor implementation of the research plan or difficult to obtain research results of the project, the unit can be revoked or terminated, and reported to the Municipal Education Commission for approval. Approved to cancel or terminate the project, should fill in the "Tianjin University Science and Technology Development Fund Project Summary Report", and clean up the finance according to the provisions of these measures.

Twenty-second university fund project once approved, shall not arbitrarily change the project leader and main members, shall not arbitrarily change the original research direction and research plan. If there are special needs, the project leader and the school where the project leader is located will submit a special report and report it to the Scientific Research Office of the Municipal Education Commission for approval.

Article 23 If the research direction and content are changed without authorization, the research plan is not implemented without reason, the research task is not completed as scheduled, and the mid-term inspection report is not submitted on time, the Scientific Research Office of the Municipal Education Commission will give a warning to stop funding, cancel the project, recover funds, informed criticism, and cancel the project leader to apply for the qualification of any research project of the Municipal Education Commission.

Chapter VI Conclusion and Result Management

Twenty-fourth projects generally take the form of acceptance. The person in charge of the project shall apply for acceptance of the project, submit relevant work reports, technical (research) reports, intellectual property lists and other related materials, and the financial department of the school shall issue a project fund settlement report. Projects applying for appraisal shall also provide novelty retrieval reports and necessary related materials in accordance with the relevant provisions of Tianjin Municipality on the administration of scientific and technological research. After being audited by the scientific research management department of the university, it shall be reported to the scientific research department of the Municipal Education Commission for approval, and shall be organized or entrusted by the Municipal Education Commission for acceptance. Key projects are organized and accepted by the Municipal Education Commission, and general projects are entrusted to local universities for acceptance.

Twenty-fifth in order to improve the efficiency of the use of funds in colleges and universities, the project research can not be applied for acceptance or appraisal until it meets one of the following standards.

(1) Basic Theory Research Project:

Two or more academic papers published in the Survey of Chinese Core Journals compiled by Peking University Library in the same period of the research project; Or 1 or more academic papers published in foreign academic journals; Or "Important Chinese Core Publications" published by the Scientific Research Office of the Municipal Education Commission at 200 1 or above.

(2) Applied research projects:

According to the research objectives set at the time of project establishment, provide design scheme, prototype, samples, patents and other achievements, and publish more than 1 academic papers in the Survey of Chinese Core Journals (or foreign academic journals and important Chinese core journals) published by Peking University Library at the same time.

The research report of the general project whose results appear in the form of consulting report shall provide the adoption report of the consulting unit, and include more than 1 academic papers published in the Survey of Chinese Core Journals (or foreign academic journals and important Chinese core journals) published by Peking University Library at the same time.

(3) Exploratory research projects:

According to the research objectives and tasks determined at the time of project establishment, the applicant provides experimental or application reports and benefit certificates, and more than/kloc-0 academic papers have been published in the Survey of Chinese Core Journals (or foreign academic journals and important Chinese core journals) published by Peking University Library at the same time.

Twenty-sixth project acceptance should be composed of not less than 5 peer experts to carry out project acceptance work. The appraisal of results shall be conducted by an appraisal expert group composed of not less than 7 peer experts.

The members of the expert group should generally be peer experts with full and senior titles, and no more than two people from the same unit.

The application or development of research projects in the acceptance or identification, the members of the expert group should be more than provincial and municipal industry associations to participate in the students; If intellectual property rights are stipulated in the project contract or plan task book, at least one intellectual property expert among the members of the expert group shall participate.

Article 27 Within one month after the acceptance or appraisal of the research plan of funded projects in colleges and universities, the person in charge of the project should carefully fill in the Summary Report of Tianjin University Science and Technology Development Fund Project and complete achievement materials (including scientific papers or monographs, peer experts' evaluation opinions or achievement appraisal certificates and related documents). After the examination, acceptance and signing of opinions by the unit, it shall be reported to the Scientific Research Office of the Municipal Education Commission for archiving.

Twenty-eighth according to the situation, the Municipal Education Commission organizes relevant experts to make an overall evaluation of the project acceptance every year, puts forward comprehensive evaluation opinions, and scores the project completion according to excellent, qualified and poor. The evaluation results will be directly linked to the application and arrangement of the planned projects of each school. The project leader with poor evaluation level will stop applying for the two-year plan project; The person in charge who suspends the project without justifiable reasons will no longer accept the application for the new planned project; The evaluation level is excellent project leader, and this project will be given priority in the future evaluation of university fund projects.

Twenty-ninth various forms of scientific research achievements obtained by fund-funded projects in colleges and universities, including monographs, papers, software, databases, patents, appraisal certificates, achievement reports, etc. , should be marked "Tianjin University Science and Technology Development Fund Project" and the project approval number, not marked shall not be used as acceptance materials. The promotion, application, transfer and patent application of the achievements must be reviewed and filed by the Scientific Research Office of the Municipal Education Commission.
