The responsibilities of the Human Resources and Social Security Bureau are:

1. To formulate and implement relevant laws and regulations: to formulate policies and plans for the development of human resources and social security, to draft relevant laws and regulations, to formulate departmental rules and organize their implementation;

2. Formulate human resources policy allocation: formulate human resources market development plan, human resources service industry development and human resources mobility policy to promote the rational flow and effective allocation of human resources;

3. Be responsible for promoting employment: draw up employment development plans and policies for coordinating urban and rural areas, and improve the public employment and entrepreneurship service system;

4. Establish a training system and formulate employment policies: make overall plans to establish a vocational skills training system for urban and rural workers, formulate an employment assistance system, and take the lead in formulating employment policies for college graduates;

5. Establish a social security system: promote the establishment of a multi-level social security system covering urban and rural areas as a whole, formulate social insurance policies and standards for old-age insurance, unemployment insurance and work-related injury insurance, and formulate a national overall planning method for old-age insurance and a national unified method for renewing the relationship between old-age insurance, unemployment insurance and work-related injury insurance;

6. Organizing the formulation of insurance fund policies: organizing the formulation of management and supervision systems for social insurance such as pension, unemployment and work-related injuries and their supplementary insurance funds, preparing the draft budget and final accounts of relevant social insurance funds, and participating in the formulation of relevant social security fund investment policies;

7. Responsible for employment regulation and control: responsible for forecasting, early warning and information guidance of employment, unemployment and related social insurance funds, formulating response plans, and implementing prevention, regulation and control;

8. Formulate the arbitration system and improve the labor relations policy: make overall plans for the mediation and arbitration system of labor and personnel disputes and the labor relations policy, improve the consultation and coordination mechanism of labor relations, formulate the system of working hours, rest and holidays for employees, and formulate policies for eliminating illegal use of child labor and special labor protection policies for female workers and underage workers;

Promote the reform of personnel training plan: take the lead in deepening the reform of professional title system, formulate policies on professional and technical personnel management, continuing education and postdoctoral management, be responsible for the selection and training of high-level professional and technical personnel, and formulate policies to attract overseas students to work or settle in China;

1. Improve and perfect the vocational system: organize and formulate the training, evaluation, use and incentive system of skilled personnel, improve the vocational qualification system and improve the diversified evaluation policy of vocational skills;

Formulate personnel management policies: guide the personnel system reform of public institutions in conjunction with relevant departments, and be responsible for standardizing the comprehensive personnel management of public institutions such as post setting, open recruitment and employment contracts according to management authority;

Draw up the reward system: jointly with relevant departments, draw up the national commendation and reward system, comprehensively manage the national commendation and reward work, and undertake the national appraisal and commendation for reaching the standard and the provincial and ministerial level commendation;

13. Establish an income distribution system: jointly with relevant departments, formulate policies on the distribution of wages and incomes of staff in public institutions, and establish a mechanism for wage determination, normal growth and payment guarantee of staff in enterprises and institutions;

14. Formulate relevant policies for migrant workers: Work out comprehensive policies and plans for migrant workers with relevant departments, promote the implementation of relevant policies, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers;

15. Responsible for the international cooperation system: responsible for international exchanges and cooperation in the fields of human resources and social security, and formulating the management system for staff assigned to international organizations;

16. Other tasks: Complete other tasks assigned by the CPC Central Committee and the State Council.
