Institutional functions:

Jilin Provincial Medical Security Bureau implements the principles, policies and decision-making arrangements of the Party Central Committee and the Provincial Party Committee on medical security work, and adheres to and strengthens the centralized and unified leadership of the Party on medical security work in the process of performing its duties. Main responsibilities are:

(1) to implement the laws, regulations and policies of the state on medical insurance, maternity insurance, medical assistance and other medical security systems. To study and formulate the draft local laws and regulations, policies, plans, standards and methods of the medical security system and organize their implementation.

(2) to organize the formulation and implementation of measures for the supervision and management of medical insurance funds, establish and improve the safety prevention and control mechanism of medical insurance funds, and promote the reform of payment methods of medical insurance funds.

(3) to organize the formulation of policies on financing and treatment of medical security, improve the mechanism of dynamic adjustment and regional adjustment and balance, coordinate the treatment standards of urban and rural medical security, and establish and improve the treatment adjustment mechanism suitable for the level of financing. Implement the national long-term care insurance system reform plan and organize its implementation.

(4) to organize the formulation of urban and rural unified medical insurance catalogues and payment standards for drugs, medical consumables, medical service items and medical service facilities, and establish a dynamic adjustment mechanism. Undertake the work related to medical insurance catalogue access.

(5) to organize the formulation of policies on the prices of drugs and medical consumables, charges for medical service items and medical service facilities, establish a mechanism for reasonably determining and dynamically adjusting the prices of medical services paid by medical insurance, promote the establishment of a market-led mechanism for the formation of social medical service prices, and establish a system for price information monitoring and information release.

(6) to formulate bidding and purchasing policies for drugs and medical consumables, supervise their implementation, and guide the construction of bidding and purchasing platforms for drugs and medical consumables.

(7) to formulate agreements and payment management measures for designated medical institutions and organize their implementation, establish and improve the credit evaluation system and information disclosure system for medical security, supervise and manage medical service behaviors and medical expenses included in the scope of medical security, and investigate and deal with illegal acts in the field of medical security according to law.

(8) to be responsible for the management of medical security, the public service system and the information construction. Organize the formulation and improvement of policies on medical treatment management and expense settlement in different places. Establish and improve the transfer and connection system of medical security relations. Carry out foreign cooperation and exchanges in the field of medical security.

(9) Complete other tasks assigned by the provincial party committee and government.
