The so-called "Sanming Model" does not have a clear definition, but it can be roughly summarized in two aspects: on the provider side of medical services, administrative control has been greatly strengthened, and the respective expenditure responsibilities of finance and medical insurance have been clarified.

Specifically, it implements an annual salary system for deans and medical technicians, in which the dean's salary is fully borne by the finance department; at the same time, 34 evaluation indicators in 5 categories are formulated to conduct a comprehensive assessment of the dean, and the assessment results are consistent with the dean.

Among them, the financial expenditure responsibilities are only hardware investment in public hospitals (infrastructure and large equipment purchase, etc.) and the salary of the director.

Sanming also strictly controls the distribution of drugs and strictly controls doctors' prescribing authority.

On the demand side of medical services, Sanming City has implemented city-wide coordination of three types of medical insurance funds, and has implemented reforms such as outpatient coordination and single-disease payment.

In June 2013, three types of medical insurance institutions including urban employee medical insurance, resident medical insurance, and new rural cooperative medical insurance were integrated into the "Medical Security Fund Management Center."

The center is affiliated to the municipal government and is temporarily managed by the financial department (mainly considering that management responsibilities have not yet been integrated at the national level).

The city's overall planning and financial department's management of medical insurance is a feature of Sanming's reform that has attracted much attention.
