(1) The implementation objectives are different. Social assistance is determined according to the income level of citizens, the burden of family members and other factors. For example, after an accident or hidden danger in life, citizens can apply to the government for assistance, and the relevant government departments should conduct necessary investigations and verify that they meet the conditions for assistance before issuing assistance funds. The standard of assistance is generally limited to ensuring their minimum living needs. Social welfare is mainly realized by providing welfare facilities and services to the society, and all eligible members of society have the right to enjoy it.
