Civil air defense departments at all levels have the responsibility to inspect, supervise and guide the maintenance, maintenance, use and management of all air defense projects. Article 3 The maintenance and management of civil air defense projects shall be organized and implemented continuously in accordance with relevant national regulations. Its mission is to do a good job in the maintenance, protection and management of civil air defense projects to ensure their use in peacetime and wartime.
Civil air defense departments at all levels and units with civil air defense projects must strengthen leadership of this work, implement management departments and personnel, establish necessary maintenance management systems, carry out regular inspections, and solve existing problems in a timely manner. Article 4 The maintenance and repair of civil air defense projects must be carried out in accordance with the requirements of the "Technical Regulations for the Maintenance and Management of Civil Air Defense Projects". Civil air defense projects under different circumstances should meet the following requirements:

Article 5 Except for important special projects such as command and communication, other civil air defense projects can be opened to the public in peacetime on the premise that they do not affect wartime use, do not damage the project structure, do not reduce the protective capabilities, and are conducive to project maintenance and management. Arrange the use according to the cave conditions. Article 6: For normal use of civil air defense projects, the use procedures should be completed with the local defense department. When leasing a civil air defense project, rent must be paid to the leasing unit in accordance with regulations. Article 7 The maintenance and management of civil air defense projects shall be organized and implemented according to the principles of unified guidance and division of labor. Public civil air defense projects in the city (including primary and secondary school unit projects and joint projects of unimplemented units) shall be organized, maintained and managed by the civil air defense department; the civil air defense projects of various agencies, groups, enterprises and public institutions shall be maintained and managed by the unit; rented civil air air defense For projects, the leasing unit or individual is responsible for maintenance and management. Article 8 All units with civil air defense projects should establish and improve necessary management systems for maintenance, security, fire prevention, flood control, testing, sanitation and inspection reports based on their actual conditions, and strengthen the maintenance and use of civil air defense projects. The contents of the archive include: geology, hydrology, surveying, design, construction, acceptance drawings and equipment instructions, equipment operation and maintenance records, etc. The archives should be sorted into items according to unified requirements and compiled into volumes, and one copy should be kept by the prefecture, city, state, county (district) and unit civil air defense department respectively. The overall planning of civil air defense projects in key cities and the archives of command and communication projects should be submitted to the provincial civil air defense office for archiving. Article 10: The confidentiality of civil air defense projects must be carefully maintained. It is strictly prohibited to disclose the nature, coordinates, protection capabilities and other relevant data of the project to unrelated persons; confidential drawings, information and documents of the project must not be lost; command and communication projects are not allowed to be opened to the public; visits to civil air defense projects must be arranged with the consent of the city civil air defense department; foreign guests Visits to civil air defense projects shall be carried out in accordance with relevant regulations. Article 11 The labor required for the maintenance and management of civil air defense projects should be based on reality and solved according to local conditions. The labor required for public civil air defense projects (including custodians) can be solved by mobilizing city employees to participate in voluntary labor or hiring temporary workers; for projects with complex maintenance and management equipment, temporary workers can be recruited to form a capable professional team for maintenance.
