Direct disbursement of government procurement funds refers to the way that the financial department directly allocates procurement funds to the successful supplier through the agent bank (state-owned commercial bank or joint-stock commercial bank) according to the government procurement contract. The selected correspondent bank must be certified by the Treasury Department of the People's Bank of China in advance for its procurement fund transfer business qualification. Then, the financial department will determine the correspondent bank for the eligible banks through bidding. The treasury management institution of the financial department shall open a "special account for government procurement funds" in the agent bank according to the regulations, and the original special account for procurement of the corresponding departments and units shall be revoked. Direct disbursement of government procurement funds can be divided into three specific ways: full direct disbursement, difference disbursement and purchase card payment. The specific funding method of the project is determined by the financial department at the same level according to the actual situation.

1. Full direct payment

Full direct disbursement means that before the start of procurement activities, the procurement organ must first collect the self-raised funds and extra-budgetary funds of the unit into the special account for government procurement funds; When the financial department pays the money according to the needs, it will allocate the budgetary funds, self-raised funds of the unit and extra-budgetary funds to the suppliers through the special account for government procurement funds.

2. Differential payment method

The difference allocation method refers to that the financial department and the procurement organ pay their own budgetary funds, extra-budgetary funds and self-raised funds to the suppliers respectively according to the burden ratio of all parties agreed in the government procurement project. Of course, this payment method is also implemented for procurement projects whose procurement funds are all budget funds.

3. Shopping card payment method

The payment method of purchasing card means that the purchasing organ uses the unit debit card issued by the selected commercial bank to pay the purchasing funds. This method is applicable to the routine sporadic procurement projects of procurement agencies.

The specific management procedures of direct financial allocation include three stages: fund collection, payment application and payment.

1. Capital pooling

For fully paid procurement projects, the procurement organ shall, within two working days before the start of procurement activities, transfer the funds to be shared into the special account for government procurement funds according to the government procurement plan; For procurement projects that implement the differential payment method, the procurement organ shall carry out procurement activities on the premise of ensuring the ability to pay.

2. Payment application

When the procurement organ needs to pay according to the contract, it shall submit the application for funding and relevant procurement documents to the procurement management institution of the financial department. Among them, the implementation of the differential payment method, must be confirmed by the financial department of the government procurement department to pay the unit's self-raised funds and extrabudgetary funds, before applying for the payment of budgetary funds.

The treasury management institution of the financial department shall, after reviewing the application for government procurement funds allocation or budget allocation submitted by the procurement organ, pay it to the supplier through the special account for government procurement funds according to the actual quantity. If the differential payment method is implemented, it shall be implemented in the order of paying the self-raised funds and extra-budgetary funds of the budget unit first and then paying the funds in the budget. The State Treasury of the People's Bank of China allocates budgetary funds according to the payment instructions issued by the financial department.

In addition, if the funds saved by government procurement belong to the budget funds, they should, in principle, remain in the treasury of the People's Bank of China to balance the budget; The extra-budgetary funds and self-raised funds of the unit shall be returned to the procurement organ according to their respective burden ratios and original capital channels; In principle, the interest income of the special account for government procurement funds shall be paid into the state treasury at the same level.
