Chapter I General Provisions Article 1 In order to develop social science, these Provisions are formulated in accordance with the Provisional Regulations of the National Social Science Fund and the actual situation of our city. Article 2 The Social Science Fund (hereinafter referred to as the Fund) is established in Guangzhou, which is mainly used to support research on topics of great practical and theoretical significance to the socialist modernization and social science development in China and this Municipality. To support the publication of social science monographs with academic value and application value; Reward those who have made outstanding achievements in social science research. Article 3 Social science workers, research institutions and mass academic organizations in this Municipality may apply for funding in accordance with these Provisions. Chapter II Organization Article 4 The Guangzhou Social Science Foundation Committee (hereinafter referred to as the Foundation) shall be established, consisting of experts, scholars and relevant persons, with one director, five vice-directors and one secretary-general. The secretary-general is responsible for the daily work of the foundation under the leadership of the chairman. Article 5 Responsibilities of the Foundation:

(1) Formulating principles for the use and management of funds;

(2) Examining and approving applications for funded projects;

(three) to guide the work of the fund evaluation team;

(4) issue a research topic guide;

(five) to inspect and supervise the use of funded funds. Article 6 The Foundation shall set up fund evaluation groups according to the disciplines of economy, society and history, and each group shall be composed of 10 experts. Responsible for the preliminary examination of the application for funded projects, and vote by secret ballot, and the projects with more than two-thirds of the affirmative votes can be submitted to the Foundation for approval. Chapter III Sources and Use of Funds Article 7 The funds are funded by a one-time special appropriation from Guangzhou Municipal Finance, and donations are also accepted from domestic and foreign enterprises, social organizations and individuals. Article 8 Any unit or individual who donates more than RMB100,000 yuan (excluding this number) may set up individual (research, publication and reward) funds separately in the name of the unit or individual; Units or individuals who donate 1 10,000 yuan to110,000 yuan shall be commemorated or commended by the foundation. Article 9 Anyone who contacts domestic and foreign enterprises, social organizations and individuals to donate money to the Foundation shall be given economic rewards by the Foundation, and the reward measures shall be formulated separately by the Foundation. Article 10 Scope of use of project funds:

(a) research grants with important academic value and application value.

(2) Development Fund for Important Scientific Research Projects.

Article 11 A fund shall open a separate account in a bank and set up account books for accounting, and the interest shall be used as the fund for the funded project. The year-end balance can be used cumulatively across years. Project funds shall be allocated by stages according to the annual payment plan.

The project funding fee shall be managed by the unit where the project leader belongs, and the project leader shall be earmarked according to the scope of use of the project funding fee and shall not be used for other purposes. Chapter IV Application and Approval of Project Grants Article 12 Applicants for project grants must be researchers with lecturers and assistant researchers (including equivalent lecturers and assistant researchers) in municipal social science research institutions (including universities, party schools and cadre schools) or mass academic organizations. Other people's applications should be recommended in writing by two fellow researchers or people with considerable level. Article 13 The person-in-charge who applies for a fund project must be the actual organizer and person-in-charge of the project and undertake substantive tasks in the project. Applicants must fill in the application form as required. The application must be reviewed by the leaders of the unit (including the cooperative unit), signed opinions and issued a letter of guarantee. Article 14 Application amount: National projects generally do not exceed 3,000 yuan; Projects in the province generally do not exceed two thousand yuan; Topics in the city generally do not exceed 1000 yuan. Special major projects do not exceed 8000 yuan. The application for project funding is once every year. Fifteenth applications must be democratic evaluation and preliminary examination by the subject fund evaluation team, and then put forward the plan for the use of funds before being submitted for examination and approval. Article 16 Examination and approval authority: If the application amount is less than 2,000 yuan (inclusive), it shall be examined and approved by the Secretary General of the Foundation; More than two thousand yuan (excluding the number) to three thousand yuan, approved by the chairman; More than three thousand yuan (excluding this number) shall be examined and approved by the foundation and signed by the chairman. Chapter V Management and Supervision of Funds Article 17 The income and expenditure of funds shall be announced once a year by the Foundation, and shall be subject to inspection and supervision by the municipal finance and auditing departments and the units and individuals donated by social members. Eighteenth approved funded projects must be carried out according to the application plan. If the project work is terminated for any reason within the validity period of the project plan, the consent of the Foundation shall be obtained. Otherwise, in addition to returning all the project grants, the right to apply for funding can be revoked within three years. Article 19 A foundation shall regularly organize personnel to inspect the funded projects and the use of the fund. Twentieth in violation of these provisions, according to the seriousness of the case, the foundation will criticize, warn and cancel the funded projects until they are submitted to the judicial organs for legal responsibility.
