The Human Resources and Social Security Bureau is the functional department of the municipal government responsible for the city's personnel, social security, labor law enforcement, and the implementation of personnel system reform. Department functions 1. Implement laws, regulations, guidelines and policies on human resources and social security, formulate normative documents on human resources and social security in the city, and organize implementation, supervision and inspection.
2. Responsible for the unified management of human resources, standardizing the construction of the human resources market, and promoting the reasonable flow and effective allocation of human resources.
3. Responsible for the city's employment promotion work, improve the public employment service system, implement employment assistance, improve the vocational qualification system, be responsible for the vocational training system for urban and rural labor, take the lead in organizing and implementing the employment of college graduates, and work with relevant departments to formulate high-skilled talents

4. Coordinate the establishment of a social security system covering the city's urban and rural areas; be responsible for the management of pensions, unemployment, medical care, work-related injuries, maternity, rural social insurance and supplementary insurance; assume the safety supervision responsibility of social insurance funds.
5. Responsible for forecasting, early warning and information guidance of the city’s employment, unemployment and social insurance funds, formulating response plans, implementing prevention, adjustment and control, and maintaining the stability of the city’s employment situation and the overall balance of social insurance funds.
6. Responsible for the macro management of personnel in the city's government agencies and institutions; responsible for the reform of the salary system, welfare, and subsidy management of government agencies and institutions; establishing a mechanism for normal wage growth and payment guarantee for personnel in the city's government agencies, enterprises, and institutions; and implementing the retirement system for employees of enterprises and institutions.
7. Responsible for the reform of the personnel system of public institutions, formulating management measures for personnel of public institutions and agency workers; participating in talent management, formulating and organizing the implementation of management and continuing education systems for professional and technical personnel; taking the lead in deepening the reform of the professional title system, and being responsible

8. Responsible for the management of the city’s introduction of foreign (overseas) talents and intelligence.
Formulate methods to attract foreign (overseas) experts and overseas students to work or settle in Baobao; manage the foreign experts working in Laibao and be responsible for the work of overseas students in Baobao; centrally manage the city's overseas (overseas) training work.
9. Work with relevant departments to formulate a resettlement plan for the city’s demobilized military cadres, be responsible for the education and training of demobilized military cadres, be responsible for relieving and stabilizing demobilized military cadres in enterprises, and be responsible for the management and services of demobilized military cadres who choose their own careers.
10. Comprehensive management of the civil service team, responsible for civil servant classification, recruitment, assessment, rewards and punishments, appointments, training, resignations and dismissals, complaints and accusations, etc.; responsible for the management of public institutions with reference to the Civil Servant Law; handling appointments and removals made by the municipal government to the Municipal People's Congress Standing Committee in accordance with the Organic Law

Responsible for the mediation and arbitration of labor and personnel disputes in the city, implement labor protection policies, improve labor relations coordination mechanisms, supervise the implementation of illegal child labor policies and special labor protection policies for female workers and underage workers, organize and implement labor inspections, and coordinate labor
Rights protection work, investigating and handling major cases in accordance with the law.
