The Department of Human Resources and Social Security of Hebei Province is a component of the People's Government of Hebei Province, and its institutional specifications are departmental.

The Department of Human Resources and Social Security of Hebei Province implements the principles, policies and decision-making arrangements of the CPC Central Committee and the Provincial Party Committee on human resources and social security work, and adheres to and strengthens the centralized and unified leadership of the Party on human resources and social security work.

(4) Promoting the construction of a multi-level social security system covering urban and rural areas as a whole. To formulate social insurance policies and standards for supplementary insurance such as pension, unemployment and work injury. To formulate the provincial overall plan for endowment insurance, the unified renewal plan and fund overall plan for endowment insurance, unemployment insurance and industrial injury insurance in the whole province, organize the formulation of the management and supervision system for endowment insurance, social insurance and supplementary insurance funds, review and summarize the draft budget and final accounts of relevant social insurance funds, formulate enterprise annuity and occupational annuity policies, and participate in the formulation of relevant social insurance fund investment policies. In conjunction with the relevant departments to implement the national insurance plan, the establishment of a unified social insurance service platform.

(five) responsible for employment, unemployment and related social insurance fund prediction and information guidance, formulate response plans, implement prevention and control, and maintain the stability of employment situation and the overall balance of social insurance funds.

(VI) Making overall plans for the mediation and arbitration system of labor and personnel disputes and policies on labor relations, improving the consultation and coordination mechanism of labor relations, formulating policies on working hours, rest and vacation for employees, formulating policies to prevent illegal use of child labor and special labor protection policies for female employees and underage employees, organizing the implementation of labor security supervision, coordinating workers' rights protection work, and investigating and handling major cases according to law.

(seven) to formulate relevant objectives of talent work, participate in the guidance, organization, coordination and management of talent work in the province, and undertake relevant talent work. Promote the establishment and improvement of a market-oriented and socialized talent management service system. Responsible for personnel assessment. Responsible for promoting the implementation of talent classification and evaluation mechanism, taking the lead in deepening the reform of professional title system, formulating policies for the management of professional and technical personnel, continuing education and postdoctoral management in the province, selecting and cultivating relevant high-level professional and technical personnel, and formulating policies to attract overseas students to work or settle in Hebei (return to China). Organize and formulate the system of training, evaluation, use and incentive of skilled personnel. Improve the vocational qualification system and improve the diversified evaluation policy of vocational skills.

(eight) in conjunction with the relevant departments to guide the reform of the personnel system of public institutions, in accordance with the management authority, responsible for standardizing the post setting, open recruitment, employment contracts and other comprehensive personnel management work of public institutions, and formulating the management policies for the staff of public institutions and government staff.
