In order to meet the needs of economic development and implement the principle of separating policy finance from commercial finance, 1994, China established three policy banks: China Development Bank, Export-Import Bank of China Agricultural Development Bank and China Agricultural Development Bank, all directly under the leadership of the State Council. According to Yi Xianrong, a researcher at the Institute of Finance of China Academy of Social Sciences, the three national policy banks have made corresponding achievements in their respective policy business fields for more than 20 years, and have embarked on their own development paths on the basis of their existing functional orientation.
