1. Vigorously publicize the Employment Promotion Law and relevant policies for employment and reemployment

At the beginning of the year, the community carried out the "Re-employment Assistance Month" with the theme of "realizing employment, stabilizing employment, and helping each other with sincerity". Provide timely public welfare post assistance to those who are not yet employed, and implement various support policies; Visit and sympathize with the people in need, such as laid-off workers and zero-employment families, give them send warm and solve their practical difficulties; At the same time, for those who are already employed, especially those who are employed in public welfare posts, follow up their employment situation and explore ways to solve the problem of employment instability. During the aid activities, 51 people were identified as aid recipients, and 26 poor families of laid-off workers were visited, helping more than 3 people with employment difficulties to find jobs, including 4 people in public welfare posts, and organizing 6 people with employment difficulties to participate in free skills training.
Third, build an employment platform to help young people find jobs quickly
Chang 'an community makes full use of the location advantage of the industrial park, strengthens cooperation with enterprises in the park, builds an employment platform for community residents, and builds a service platform for enterprises to achieve a good situation of * * *. The arrival of enterprises such as Hongji Cement and China Construction Group has brought vigor and vitality to Chang 'an, and also provided a good channel for community employment. While solving the employment problem of residents, the community is also a good helper for enterprises, and the community defense team actively cooperates with enterprises to do safety work and relieve worries for enterprise development.
4. Free entrepreneurship training to help unemployed people start businesses successfully
In order to further improve the self-employment of unemployed people, entrepreneurs can find their own way to success in a market full of opportunities and risks and open up a new world of life. On June 15th, free entrepreneurship training was held for 118 unemployed people from the community who have entrepreneurial aspirations and certain entrepreneurial conditions. Experts and lecturers were hired to teach entrepreneurs business management, business administration, tax knowledge and re-employment policies, so as to improve their business ideas and their own quality, and encourage and guide unemployed people to start their own businesses. And invite successful entrepreneurs to communicate with students face to face, so that they can benefit from the success or failure of others and take fewer detours, thus reducing the risk of entrepreneurship. At the same time, follow-up services are provided to students to help entrepreneurs understand the market, screen projects, solve difficulties in the process of starting a business, coordinate and solve problems such as tax relief and applying for small secured loans, and help unemployed people start a business successfully.
through one year's efforts, the community entrepreneurship and employment service has been initially institutionalized and regularized. in the future work, we should sum up our experience in time, make continuous efforts, actively explore new ways and methods of entrepreneurship and employment service, and ensure the employment service of new labor force in cities and towns, employment of "zero employment" family members and labor export.

In recent years, our women's federation has conscientiously implemented the leadership spirit of superiors and launched a nationwide entrepreneurial upsurge. In particular, it has made entrepreneurship and re-employment of laid-off and unemployed women the primary task of promoting women's development, closely focused on the construction of the central area of modern service industry and the construction of "two-oriented society" in the whole region, giving full play to the functional advantages of departments, focusing on guiding women to start their own businesses, making efforts to improve women's employability and promoting women's entrepreneurial development. Over the past few years, women's federations at all levels in the region have trained 1,652 laid-off and unemployed women and 467 entrepreneurship trainings, contacted 3 female entrepreneurs of small and medium-sized enterprises to coordinate and resettle 1,84 laid-off and unemployed women for re-employment, successfully guided 5 women to start businesses, and supported three well-known brands in the domestic market: Women's Home Economics, Warm Moon Festival and White-collar Home Economics. The main activities are summarized as follows:
1. Grasp guidance and broaden women's ideas of starting a business and obtaining employment
First, lead the way by example and establish a new concept of job selection. By promoting the re-employment stars such as Liu Dunlin and Qu Lin, we advocate the practice of "green small table", promote the entrepreneurial process of female entrepreneurs such as Aidi and Sanwu, encourage women to carry forward the spirit of "four selves", change their concept of choosing a job, and change from waiting at home to actively participating in re-employment or starting a business. Women's housekeeping, warm new moon, white-collar housekeeping and "green small table" have become the re-employment in our region. Secondly, market guidance and pioneering new ideas. After investigation, it can be seen that the concept of job selection of laid-off and unemployed women in our region has changed, and they have changed from "looking for jobs" to "starting their own businesses". Self-reliance, self-employment, self-employment and flexible employment have increasingly become the main trends of laid-off and unemployed women's re-employment. Combining with the development reality of modern service industry, this paper puts forward the idea of "five big and five small" women's entrepreneurship and employment according to local conditions:
First, highlight "small commodities and big market" and develop creative weaving and other handicrafts suitable for family life according to the demand of people's fashion concept. Learn from Wenzhou people's entrepreneurial spirit and guide women to develop family workshop-style production. The second is to highlight "small-scale, large-scale". For example, the beauty industry has quietly emerged in recent years and has been accepted by more and more people. Many women have established beauty salons and achieved results. According to the survey, the threshold of beauty industry is low, and the initial investment for opening a small beauty salon is about 4,-5, yuan; 2. Compared with other industries, the required skills are low, and waiters can take up their posts after basic training; 3, the workload is not big, the working hours are stable, and I can take care of my family and children; 4. The economic benefits are obvious. As long as you can have a certain number of regular customers, besides paying taxes according to regulations, it will develop in about 3 years. The third is to highlight "small products and large circulation" and start a business around clothing industrialization. With the help of resource advantages, guide women's secretarial network to develop garment processing enterprises. The fourth is to highlight "small world and great achievements", revitalize resources, develop the information industry, expand the market, introduce capital and develop projects. The fifth is to highlight "small community, big service" and start a business around the needs of community services. It is necessary to establish the concept of "surviving by quality and promoting development by management", explore and establish the management system of domestic enterprises, standardize the workflow and quality standards, and incorporate service, training, operation and management into the supervision and control system. Promote the enterprise management, market-oriented operation, brand building and large-scale development of women's Federation domestic service entities, and give play to the multiplier effect of entrepreneurship driving employment. Through the implementation of the "45" project, we will guide women to start their own businesses selectively: first, encourage women who are enterprising, educated and have economic strength to start their own businesses boldly; The second is to guide women with low education, low skills and lack of entrepreneurial conditions to find jobs in the service industry and domestic service.
Second, pay attention to training and improve women's entrepreneurial and employment ability
To meet the needs of economic development and social construction and realize the transformation of women's labor force from physical strength to skill, we should rely on the "three positions" and adopt "three ways" to do a good job in women's training. Relying on the "three positions", namely, the education and training positions of women's federations at all levels, the training bases of district labor departments, and the vocational skills schools in the region to carry out women's entrepreneurship and employment training. Take "three ways" namely: First, organize training on demand. According to the professional needs of women who are willing to start a business and the management needs of modern service industry, combined with the implementation of the three strategies of "industrial upgrading, environmental innovation and community harmony" and the demand for market employment in our district, we will organize training for women who are willing to start a business by means of order training, training with needs and strengthening their abilities, such as SIYB (starting and improving your business) training. The second is to help with training. Give full play to the role of women's entrepreneurship guidance service center: 1. Provide policy advice, help laid-off women workers understand the preferential policies of the country, and help them handle the relevant procedures for opening business; 2. Provide professional guidance on the entrepreneurial projects, entrepreneurial plans, entrepreneurial ideas and entrepreneurial preparations of laid-off women workers; 3. Provide skills training to help laid-off women workers master various business skills such as management, marketing and computer; 4. Provide information exchange to help laid-off women workers grasp the market supply and demand, industry competition, enterprise development and other conditions; 5. Provide legal aid to help laid-off women workers understand relevant legal knowledge and safeguard their legitimate rights and interests in entrepreneurial development. Organize capable women and entrepreneurs with successful entrepreneurial experience to pair up with women with entrepreneurial needs and women who are starting businesses, so that their entrepreneurial experience can stimulate laid-off women workers' entrepreneurial awareness and enhance their entrepreneurial confidence; According to the fact that women still need help from policies and laws in the process of starting a business, experts from industry and commerce, local taxes and labor bureaus have been hired to provide laid-off women workers with legal aid for policy consultation. The third is project promotion training. Relying on projects is an effective measure to innovate women's training content. By tapping entrepreneurial projects with market potential, we can train a variety of professional needs and practical skills, and achieve a breakthrough in women's entrepreneurship from a single service family to a diversified service community, from simple manual labor to scientific enterprise management.
Third, pay attention to services and build a platform for women's entrepreneurship and employment
Adhere to the five supports and broaden employment channels. Namely: 1. Relying on the development of regional economy, increasing jobs in cultivating industries, project construction, enterprise restructuring and park development; 2. Rely on vigorously developing the community service industry, and arrange a number of jobs in the field of expanding the community service industry (cleaning, housekeeping, and flower cultivation); 3. Rely on the labor market, give play to the role of market regulation, arrange a number of jobs, hold special job fairs, and adjust jobs interactively between the district labor market and the street labor market. Resource docking; 4. Rely on various re-employment bases to resettle a batch. Innovate a batch; 5. Rely on the government to purchase a batch of public welfare jobs. During the Tenth Five-Year Plan period, our district invested 2.57% and 18.88 million yuan to solve the problem of re-employment, giving priority to the employment of "45", "4555" and "zero employment" family members, especially giving priority to recommending difficult older female laid-off workers.

In recent years, the Youth League in Pinggu * * * has taken "Entrepreneurship Green Valley, Giving Strength to the Future–Pinggu * * * Youth League's Action to Promote Youth Entrepreneurship and Employment" as the overall plan, and conducted questionnaire surveys on entrepreneurship and training needs in 16 towns and 2 streets, listening days and other forms to grasp the needs of young people, and implemented them in depth according to different youth groups and diversified needs. Actively helping young people to find jobs and supporting young people to start businesses have achieved certain results. Here is a brief report to the leaders:
First, optimize the environment, clarify the work tasks, and constantly consolidate the work foundation for helping young people to start businesses and find jobs.
1. Improve the organizational network. In order to better implement the work of "Youth Entrepreneurship and Employment", the Communist Youth League Committee has carefully investigated the actual situation of grassroots township youth league committees in the region, formulated the implementation plan of "Promoting Youth Entrepreneurship and Employment" in Pinggu Communist Youth League Committee, and established a leading group for promoting youth entrepreneurship and employment. The secretary of the Communist Youth League Committee is the leader of the Communist Youth League Committee, and the deputy secretary of the Communist Youth League Committee is the deputy leader and the secretary of the township Communist Youth League Committee is the member. The working mechanism of coordination and cooperation between the rural department and other departments and offices is clarified, such as the office to increase publicity and guidance, and the urban department to coordinate the docking of relevant policy-making departments directly under the district. The Youth League Committee designed and issued the Questionnaire on the Needs of Serving Youth Entrepreneurship and Employment Training, which mainly includes six aspects: training needs, employment intentions, entrepreneurial intentions, training time, training forms and training duration. From June to July, 21, 18 towns, townships and street organizations conducted a survey on youth employment and entrepreneurship for more than one month by means of questionnaires and interviews. * * * 1, questionnaires were distributed to young groups such as returning migrant workers, unemployed youth in rural areas, unemployed youth in urban areas and unemployed college students, and 7,46 valid questionnaires were recovered. According to the questionnaire, the township and street organizations comprehensively sort out and understand the needs of youth entrepreneurship, employment and training in the areas under their jurisdiction, and study and formulate practical measures to promote youth entrepreneurship and employment. He has written more than 8 research reports, and formed the Collection of Research on Youth Entrepreneurship and Employment Training Needs in Pinggu District at three different levels: the Communist Youth League Committee, towns and villages, villages and communities.
