Water fee refers to the fees paid by water users and individuals to water supply units in accordance with the regulations. The water resource fee is charged to the units that directly take water from the underground in the city, mainly to control the exploitation of urban groundwater. The current water fee actually includes basic water fee, city surcharge, water resource fee, sewage treatment fee, South-to-North Water Transfer Fund, water plant construction fee and provincial special fee.

Water resources fees and surcharges belong to administrative fees, which are collected items for the construction of water supply facilities. The sewage treatment fee is stipulated by the state and is mainly used for the construction of sewage treatment facilities. The South-to-North Water Transfer Fund is the need of the country to build the South-to-North Water Transfer Project.
