At the end of the year, the water conservancy departments at all levels should prepare the final accounts of the water conservancy construction fund according to the financial affiliation. If it belongs to the basic construction expenditure, it should also prepare the financial final accounts of the basic construction according to the regulations and report it to the finance department at the same level for approval. Ninth water conservancy construction funds must be raised in strict accordance with the scope and standards stipulated in these measures.
