Housing provident fund loan procedure
The borrower shall submit a written loan application to the management center, fill in the loan application form and provide the following information:
1. Identity documents of the borrower and his/her spouse (referring to resident identity card, household registration book or other valid proof of residence);
2. The monthly income certificate of the borrower and his wife;
3, the purchase of housing to provide a legally binding purchase contract or agreement; Provide land use certificates for building construction, renovation and overhaul and approval documents of relevant departments;
4, purchase, construction, renovation, overhaul housing more than 30% of the total price (including 30%) of the first payment certificate;
5. Valid vouchers for housing provident fund payment;
6. The ownership certificate of the mortgaged property, the list of pledged property, the certificate that the person who has the right to dispose of it agrees to mortgage or pledge, or the written commitment that the guarantor agrees to provide joint and several liability guarantee and the credit certificate of the guarantor;
7. Other materials required by the management center.
Article 11 Pre-loan investigation and evaluation
After accepting the borrower's application, the management center shall conduct loan investigation and evaluation in time. The survey contents mainly include:
1. The authenticity, legality and completeness of the information provided by the borrower;
2, the purchase, construction, renovation, overhaul housing behavior is true and legal, verify whether the down payment reaches 30% of the total price;
3, the borrower housing provident fund deposit is normal;
4. Whether the borrower has the ability to repay the loan principal and interest;
5. Whether the mortgage guarantee is sufficient and effective, whether the owner has issued legal documents agreeing to mortgage, and whether the guarantor's credit standing is good.
Article 12 Examination and approval of loans
The loan review department reviews the borrower's information and investigation opinions submitted by the investigation department, focusing on the authenticity and reliability of the borrower's qualifications and repayment sources; Review the legality of loan mortgage, pledge and guarantee; Review whether the loan amount and term are consistent with the borrower's income, etc. The examination opinions shall be submitted to the approver for examination and approval, who shall put forward the examination and approval opinions on the loan amount, term and guarantee method.
Article 13 Signing contracts and granting loans
1. If the management center agrees to the loan, the loan contract and guarantee contract (including mortgage, pledge and guarantee contract) shall be signed by the management center, the entrusted bank, the borrower and the guarantor.
2. After the contract is signed, the borrower shall register the mortgage of house property right in the real estate department and register the payment of securities in the bank where the pledge certificate is issued.
3. The management center will transfer the funds into the entrusted loan fund account according to the loan contract, and the entrusted bank will transfer the funds into the seller's account or personal savings account according to the loan contract and loan notice (see the operation flow for details).
Fourteenth housing provident fund management center shall make a decision on whether to grant loans within 05 days from the date of accepting the application, and notify the loan applicant; Where loans are issued, the entrusted bank shall complete the loan procedures within working days.
Fifteenth for the purchase of real estate developers to provide housing provident fund personal housing loans, it is necessary to strictly review whether the purchased housing meets the requirements of the main structure capping and the developer's pre-sale permit for commercial housing, and submit it to the loan review Committee for deliberation.
