Chapter I General Provisions Article 1 In order to strengthen the national defense education of the whole people, enhance citizens' awareness of national defense and promote the development of national defense construction, these Regulations are formulated in accordance with the relevant provisions of the Constitution of People's Republic of China (PRC), the Military Service Law of People's Republic of China (PRC) and the actual situation of this province. Article 2 These Regulations shall apply to state organs, armed forces, schools, social organizations, enterprises and institutions and all citizens in this province. Article 3 National defense education is a national defense concept, defense theory and defense knowledge education with patriotism as the core, with the purpose of enhancing citizens' national defense awareness and encouraging citizens to consciously fulfill their obligations of defending the socialist motherland and other national defense. Article 4 National defense education is an important part of national education and should be incorporated into the national education system. Article 5 It is the common responsibility of the whole society to carry out national defense education. Receiving national defense education is a citizen's right and obligation according to law. Chapter II Objects, Contents and Methods of Education Article 6 All citizens who have the ability to receive education should receive national defense education.

National defense education is divided into key education and universal education. Workers of state organs and social organizations, heads of enterprises and institutions, servicemen, militia and reserve personnel, teachers and students of institutions of higher learning, senior middle schools, secondary specialized schools and vocational and technical schools receive key education; Other citizens receive universal education. Article 7 Citizens receiving national defense education should know their national defense rights and obligations and learn national defense knowledge such as national defense history, geography and civil air defense. Those who receive key education should also learn national defense theory, national defense legal system, national defense science and technology, national defense economy and the construction of people's armed forces. Article 8 National defense education shall be conducted in various forms and methods according to the characteristics of different educational objects:

(a) the staff of state organs, social organizations and responsible persons of enterprises and institutions receive national defense education by participating in various cadre schools, training courses and reports;

(2) Servicemen and militia reservists receive national defense education in accordance with the provisions of the state military organs;

(3) Institutions of higher learning, senior middle schools, secondary specialized schools and vocational and technical schools that carry out military training according to the students' military training program organize national defense education with military training as the main form; If military training is not carried out, national defense education should be included in the school work plan, and national defense education should be carried out in combination with classroom teaching and social practice;

(four) junior middle schools and primary schools should take national defense education as the content of compulsory education, and carry out national defense education in combination with teaching and extracurricular activities in various disciplines;

(5) Other citizens shall conduct national defense education in combination with political and ideological education, legal education and other forms of education. Article 9 Press and publication, radio and television and other cultural propaganda departments shall carry out various forms of national defense education and publicity activities under the unified organization and guidance of the National Defense Education Committee. Chapter III Organization and Leadership Article 10 Provinces, cities (districts) and counties (cities and municipal districts) shall set up national defense education committees to exercise unified leadership and management over national defense education.

The offices of national defense education committees at all levels are composed of military organs at the same level and personnel from propaganda, education, sports, civil affairs and mass organizations. Article 11 The functions of the National Defense Education Committee are:

(a) the implementation of national defense education laws and regulations and the regulations;

(two) to formulate and organize the implementation of the national defense education plan in their respective administrative areas;

(three) to study and solve major problems in the work of national defense education in this administrative region;

(four) to inspect, guide and coordinate the relevant departments to carry out national defense education. Twelfth the main responsibilities of the National Defense Education Office:

(a) responsible for the specific implementation of the national defense education plan in this administrative region;

(two) responsible for the management and use of national defense education funds;

(3) Organizing and coordinating the training of national defense education teachers within their respective administrative areas;

(4) Organizing theoretical research activities on national defense education, summarizing and popularizing the experience of developing national defense education, and publicizing advanced models;

(five) to handle other specific tasks assigned by the National Defense Education Committee at the corresponding level. Thirteenth township (town) people's government, street offices, in accordance with the national defense education plan, the implementation of national defense education for urban and rural residents. Article 14 The China People's Liberation Army and the Chinese People's Armed Police Force stationed in this province shall support and cooperate with local governments to carry out national defense education. Chapter IV Education Guarantee Article 15 People's governments at all levels shall, according to the local national defense education tasks and financial situation, incorporate the national defense education funds into the annual financial plan.

National defense education committees at all levels and their offices shall, in line with the principle of thrift, rationally use the funds for national defense education at the corresponding level. Sixteenth national defense education teachers can be selected from the following personnel:

(1) leading cadres at all levels, theoretical propagandists and school teachers;

(two) the staff of the people's armed forces and civil air defense combat readiness departments, demobilized soldiers and militia reserve backbone;

(3) Officers in active service, teachers in military academies and retired military cadres. Seventeenth national defense education textbooks are selected or compiled by the Provincial National Defense Education Committee. Eighteenth to carry out national defense education, you can use institutions of higher learning, militia reserve training base, revolutionary history memorial hall, revolutionary history site, martyrs cemetery, stadiums and other places. Where conditions permit, juvenile military schools, reserve soldiers schools and national defense education parks can be established.
