Born in February, 1970, male, from Xiyang County, Shanxi Province, doctor of law. 1993 graduated from Shanxi university with a bachelor's degree in literature; 1998 Graduated from northwest university of politics and law with a Master of Laws; In 2006, he graduated from Nanjing Normal University with a doctor of law. He used to be the director of the research center of Ningbo Institute of Science and Technology Information, the director of Ningbo Science and Technology Development Strategy Research Center, and the deputy editor-in-chief of Ningbo Science and Technology Information and Ningbo Science and Technology Internal Reference. Currently, he is a lecturer and assistant to the dean of the School of Law of South China University of Technology, and concurrently serves as a director of the china law society Jurisprudence Research Association. His works include Restatement of the Theory of Legal Norms-Expounded from the Judicial Angle, and more than 20 academic papers. Participated in hosting many projects such as the National Social Science Fund.
