Article 1 In order to use civil air defense projects to serve socialist economic construction, enhance the self-development ability of civil air defense undertakings and promote the development of civil air defense undertakings, these Provisions are formulated in accordance with the Regulations on Civil Air Defense (hereinafter referred to as the Regulations) and combined with the actual situation of this province. Article 2 These Provisions shall apply to all kinds of civil air defense projects within the administrative area of this province (including oral camouflage rooms, management rooms and other supporting facilities, the same below). Article 3 Civil air defense departments at all levels are the administrative departments in charge of civil air defense work of the people's governments at the same level (hereinafter referred to as civil air defense departments). Article 4 All civil air defense projects that can be used in peacetime can be used for paid social use. Article 5 Any unit or individual who uses civil air defense works in peacetime shall apply to the competent department of civil air defense in the place where it is used. After examination and approval, a use contract shall be signed and a civil air defense project use certificate shall be obtained before use. Sixth peacetime use of civil air defense projects shall comply with the following provisions:

(a) accept the supervision, inspection and guidance of the civil air defense department;

(two) shall not damage the engineering structure and internal equipment and facilities;

(three) without the approval of the civil air defense department, civil air defense projects and equipment and facilities shall not be dismantled;

(four) prohibit the production, storage and operation of flammable, explosive, toxic, corrosive and radioactive materials in civil air defense projects;

(five) when it is necessary to stop using it due to special circumstances such as war, it must be stopped unconditionally. Article 7 The use of civil air defense projects by Chinese-foreign joint ventures must be approved by the municipal civil air defense department and reported to the provincial civil air defense department for the record. Article 8 Units and individuals who usually use civil air defense projects shall pay the use fee, and the charging standard shall be formulated by the municipal civil air defense, finance and price departments and submitted to the provincial civil air defense, finance and price departments for the record.

The civil air defense department shall collect the fees for the use of civil air defense projects, and shall use the bills uniformly printed by the financial department and deposit them in the special account of the financial department at the same level. Ninth civil air defense departments to collect fees for the use of civil air defense projects, 50% for the construction of civil air defense projects; 15% and the rest shall be turned over to the provincial civil air defense department, and the remaining 85% shall be used for civil air defense development funds, collective welfare funds and incentive funds according to the ratio of 5: 3: 2.

The proportion of municipal districts turned over to the city is determined by the municipal civil air defense department according to the local actual situation. Tenth peacetime investment in civil air defense projects, free of municipal public facilities supporting fees, old district reconstruction fees and comprehensive management fees. Eleventh civil air defense projects and supporting ground facilities are exempt from property management fees. Twelfth civil air defense departments at all levels to collect fees for the use of civil air defense projects (including counter rental fees) and the operating income paid by enterprises and institutions under this department in accordance with the provisions shall be exempted from business tax and state-owned enterprise income tax. Thirteenth the use of civil air defense projects to set up the secondary and tertiary industries, and it is difficult to pay taxes. With the approval of the tax authorities, appropriate tax reduction and exemption can be given. Fourteenth built civil air defense projects and ground camouflage rooms, management rooms needed land, land, urban construction and other departments should take care of, and provide convenience for the construction. Fifteenth of the usual use of civil air defense projects, urban construction, public security, transportation, sanitation, gardens and other departments should provide convenience in vehicle storage and business signs. Sixteenth civil air defense projects belonging to idle units, civil air defense departments can be adjusted to other units or individuals. Seventeenth units and individuals who usually use civil air defense projects shall do a good job in the maintenance and management of civil air defense projects according to the relevant provisions of the maintenance and management of civil air defense projects issued by the civil air defense department. Eighteenth units and individuals that have made remarkable achievements in the use of civil air defense projects shall be rewarded by civil air defense departments at all levels. Nineteenth in violation of the provisions of these measures, one of the following acts, shall be punished in accordance with the "Regulations" and the provisions of article forty-seventh:

(a) affecting the safety of civil air defense projects;

(two) without the approval of the civil air defense department, the civil air defense project and its equipment and facilities are dismantled without authorization;

(3) Deliberately damaging the equipment and facilities of civil air defense works;

(four) selling or revealing the secrets of civil air defense projects. Twentieth "civil air defense project use certificate" by the Hebei Provincial People's Air Defense Office unified system. Twenty-first these Provisions shall be interpreted by the Hebei Provincial People's Air Defense Office. Article 22 These Provisions shall come into force as of the date of promulgation.
