The endowment insurance fund for urban and rural residents consists of individual contributions, collective subsidies and government subsidies.

The Ministry of Human Resources and Social Security, together with the Ministry of Finance, will adjust the payment grade standards in a timely manner according to the income growth of urban and rural residents. Insured people choose their own grades to pay, and if they pay more, they will get more.

Conditional village collective economic organizations shall give subsidies to the insured, and the subsidy standard shall be determined by the villagers' committee to hold a villagers' meeting, and encourage qualified communities to include collective subsidies in the scope of raising funds for community public welfare undertakings. Encourage other social and economic organizations, charitable organizations and individuals to provide financial support for the insured. The amount of subsidy and subsidy shall not exceed the highest payment grade standard set by the local authorities.

(3) government subsidies. The government pays the basic pension in full to the insured who meet the conditions of receiving the old-age insurance for urban and rural residents. Among them, the central government gives full subsidies to the central and western regions according to the basic pension standards determined by the central government, and gives 5% subsidies to the eastern region. The local people's government shall subsidize the insured's payment, and the subsidy standard shall not be lower than the 3 yuan per person per year for those who choose the lowest grade standard payment; To choose a higher standard payment, appropriately increase the amount of subsidies; For those who choose 5 yuan and above, the subsidy standard is not less than 6 yuan per person per year, and the specific standards and measures are determined by the people's governments of provinces (autonomous regions and municipalities). The local people's government pays part or all of the minimum pension insurance premium for the severely disabled and other groups with payment difficulties.
