District (city) people's government, street offices (town people's government) should organize the residents within their jurisdiction to participate in insurance and policy propaganda. Article 6 The administrative department of human resources and social security shall be responsible for the management of social medical insurance. Social insurance agencies are responsible for the collection, payment and management of social medical insurance funds.
Development and reform, finance, health and family planning, price, food and drug supervision, civil affairs, public security, auditing, education, e-government, trade unions, disabled persons' federations, charity federations and other relevant units shall, according to their respective responsibilities, do a good job in social medical insurance. Chapter II Insurance and Payment Article 7 Organs, social organizations, enterprises, institutions, private non-enterprise units, other organizations and individual industrial and commercial households with employees (hereinafter referred to as employing units) and their employees and retirees within the administrative area of this Municipality shall participate in social medical insurance for employees in accordance with regulations.

Article 9 The basic medical insurance premium for employees shall be paid by the employer and individual employees on a monthly basis:
