1. Purpose of classification

Based on the "Statistics Law of the People's Republic of China" and "Several Opinions of the State Council on Accelerating the Development of the Science and Technology Service Industry" (State Development Council [2014] 49 No.), in order to scientifically define the statistical scope of the science and technology service industry and establish a statistical survey system for the science and technology service industry, this classification is formulated based on the "National Economic Industry Classification" (GB/T 4754-2011). 2. Classification Scope

This classification defines the scope of the science and technology service industry as scientific research and experimental development services, specialized technical services, science and technology promotion and related services, science and technology information services, science and technology financial services, science and technology popularization and publicity Seven categories including educational services and comprehensive scientific and technological services. 3. Preparation principles

(1) Guided by relevant documents of the State Council. This classification determines the basic scope of the science and technology service industry based on the key tasks put forward by the "Several Opinions of the State Council on Accelerating the Development of the Science and Technology Service Industry".

(2) Based on the "National Economic Industry Classification". This classification is a reclassification of activities related to the characteristics of scientific and technological services in the National Economic Industry Classification. 4. Structural coding

This classification divides the scientific and technological service industry into three levels, each represented by Arabic numeral coding. The first layer is the 7 major categories of the science and technology service industry, represented by 2-digit codes; the second layer is the 24 medium categories of the science and technology service industry, represented by the 3-digit code; the third layer is the 69 categories of the science and technology service industry. Small categories are represented by 4-digit codes. This layer corresponds to the "National Economic Industry Classification" code.
