Chapter I General Provisions Article 1 The National Natural Science Foundation of China shall establish key projects of the National Natural Science Foundation (hereinafter referred to as key projects) according to the characteristics of basic research work and the needs of discipline development. Article 2 Major projects, key projects and general projects of the National Natural Science Foundation of China are divided into three levels, which are different, related and complementary. The key projects are mainly to carry out systematic and in-depth research on the key scientific problems and new growth points in the subject field in China's scientific development and layout. It must meet the following conditions:

(1) meaning. Including: research on the frontier and new growth points of disciplines; Basic research that plays a key role in opening up new technology fields and developing high technology or has important guiding significance and far-reaching influence on promoting scientific and technological progress and economic and social development; And the natural conditions, resource characteristics and important basic research in China;

(2) Having advanced and feasible research schemes, innovative academic ideas and necessary basic experimental research conditions;

(3) Having high-level academic leaders and capable research teams, mainly young and middle-aged researchers;

(four) has a leading research foundation in China, and is expected to achieve important results or breakthrough progress in the near future. Article 3 The selection of key projects shall be guided by the discipline layout and priority areas determined in the Outline of the National Medium-and Long-term Scientific and Technological Development Plan, combined with the research on discipline development strategy of the National Natural Science Foundation of China, and conducted on the basis of soliciting opinions and suggestions from scientists extensively. Fourth key projects should reflect the limited objectives, limited scale, focused, capable team. The strength of each subsidy is generally around 500,000 yuan. The research period is 3 to 5 years. We should attach importance to the intersection and infiltration of disciplines, but do not emphasize the joint research across departments and units. Attach importance to the role of state key laboratories. Fifth key projects shall be examined and approved by the meeting of the National Natural Science Foundation of China, and shall be reported to the State Committee regularly. Application acceptance, peer review, research group review, etc. Should be synchronized with the general project arrangement. Chapter II Procedures for Project Establishment, Application, Evaluation and Approval Article 7 The Science Department of the National Natural Science Foundation of China, on the basis of studying the priority development fields and key disciplines and soliciting the opinions of scientists, puts forward the project establishment plan for this year's key projects, and after being approved by the Economic Affairs Conference, publishes the name, contents and research objectives of the proposed projects in the National Natural Science Foundation Project Guide. Article 8 Scientific and technical personnel of various units with corresponding research capabilities and conditions may apply to the relevant Ministry of Science and Technology for key projects according to this Guide. The format, application requirements and acceptance time of the application form are the same as those of the general projects of the National Natural Science Foundation of China, and the words "key projects" are marked in the upper left corner of the cover of the application form. Computer floppy disks recorded in the prescribed format are sent to the comprehensive planning bureau. Article 9 The applications accepted by each science department shall be sent to peer experts for review according to the project, and each item shall have written opinions from 3 to 5 peer experts. Article 10 The Ministry of Science shall summarize the written opinions of peer experts, submit them to the discipline review team for review, and select the project undertaker and person in charge. The discipline appraisal group can organize appraisal and defense as needed, and can also organize appraisal and demonstration. Eleventh key project evaluation results, by the relevant science department of the National Natural Science Foundation of China to fill in the "key project evaluation opinions", after the approval of the economic affairs meeting, to the project leader (including the project leader) and their units issued a notice of approval. Article 12 After receiving the notice of approval, the person in charge of the project shall prepare the research work plan and expenditure plan in accordance with the examination and approval opinions and the prescribed format, and submit them to the relevant science department for examination and approval within one month before implementation. Chapter III Project Management Article 13 The National Natural Science Foundation of China will strengthen the management of key projects through item-by-item tracking, on-the-spot investigation, regular evaluation, fund adjustment, etc., or through centralized investigation and exchange of key projects in several similar disciplines. Supervise the smooth progress of the project and promote the production of achievements and talents. At the end of the project, acceptance shall be carried out as required. Article 14 The undertaker of key projects shall include the projects in the key scientific research plan of the unit, strengthen the organization and management of the projects, regularly check the progress, implement the required conditions, solve existing problems, reflect the situation in time, play the role of supervision and guarantee, and ensure the timely completion. Article 15 The person in charge of key projects shall write the project implementation report every year, report the research progress, achievements, academic exchanges and international cooperation to the relevant science departments of the National Natural Science Foundation of China, and put forward the work plan for the next year. To set up key projects, an academic leading group composed of project leaders and young and middle-aged backbone personnel shall be established to be responsible for organizing and coordinating the implementation of the project research plan. The list of members of the academic leading group shall be reported to the Ministry of Science for the record. Sixteenth key project funds to take the total amount approved, the annual approved amount of funds allocated to the project leader and the teacher's unit. The use of project funds shall be implemented in accordance with the Interim Measures for Financial Management of Projects Funded by the National Natural Science Foundation.
