There are provisions for exemption, reduction and deferment of supporting fees for urban construction.
The "Measures for the Administration of the Collection of Comprehensive Supporting Fees for Urban Construction in Jinan" stipulates that the teaching facilities of colleges, primary and secondary schools, technical schools and kindergartens in Jinan; KFOR's military facilities; Nursing homes, social welfare institutions and social welfare facilities; Enjoy the production and living facilities for the disabled free of "three taxes" and supporting fees for urban construction. Colleges and universities, primary and secondary schools, technical schools and kindergartens, houses, student dormitories, canteens and other logistics service facilities will be levied by half; The medical facilities of non-profit public medical and health institutions will be halved.
If one of the supporting facilities of water, heat and gas in the project construction cannot be realized, the corresponding supporting fees can be suspended and paid after the supporting facilities are in place.
Article 15 of the Measures for the Administration of Collection of Comprehensive Supporting Fees for Urban Construction in Jinan stipulates that if a construction project that has enjoyed the policy of reduction or exemption changes its original approved construction purpose without authorization after completion, it shall pay the fee for reduction or exemption and impose a late fee of 10% of the difference.
