(XIV) encourage and guide guarantee institutions to provide support for technological innovation of small and medium-sized enterprises. Units and individuals engaged in technology transfer, technology development business and related technical consulting and technical service business income, according to the current national policies and regulations to enjoy the relevant tax concessions. (XXII) Strengthen intellectual property services and management. Small and medium-sized enterprise management departments at all levels should cooperate with the intellectual property department to implement the Patent Law, extensively carry out intellectual property publicity and training activities, and raise the awareness of intellectual property protection of small and medium-sized enterprises; Establish a regional patent counseling service system to provide patent inquiry, application guidance, management and maintenance services for small and medium-sized enterprises; Establish an intellectual property rights protection assistance center to provide patent litigation and agency services for small and medium-sized enterprises. Strengthen the supervision and punishment of infringement. Closely follow the changes of technical regulations, standards, evaluation procedures and inspection and quarantine regulations of foreign industries, monitor the technical trade measures that may be encountered by the export of small and medium-sized enterprises, and provide early warning services. The national intellectual property department and the management department of small and medium-sized enterprises should formulate and improve the policies for promoting intellectual property rights of small and medium-sized enterprises.
(XXIII) Strengthen new product identification and standardization services. Encourage industry associations and service agencies to help small and medium-sized enterprises apply for new product certification and provide related services according to national and local certification and evaluation methods for independent innovation products. Encourage industry associations to provide standardized knowledge training for small and medium-sized enterprises, strengthen guidance and services for small and medium-sized enterprises to apply for the formulation of industry standards, and do a good job in organizing and coordinating the formulation of technical standards involving cross-industries, simplify procedures and provide convenient services.
(XXIV) Create a fair environment for talent development. Small and medium-sized enterprise management departments at all levels should guide service agencies to improve the talent service system for small and medium-sized enterprises and help them solve practical problems such as the introduction of technical talents and the evaluation of professional titles. The qualification evaluation and employment of technical personnel in small and medium-sized enterprises and the selection, reward and training of scientific and technological talents should be treated equally.
IV. Improve safeguard measures
(25) Increase support for technological innovation of small and medium-sized enterprises.
