The modern American social welfare security system has gone through 70 years, which is rooted in the modern American economic mechanism and has become an indispensable and important factor affecting the modernization process of the United States. On the one hand, it plays the role of a protector of the development of American social productive forces, a safety valve to stabilize American social needs, and a regulator to adjust the relationship between American classes and interest groups. On the other hand, the disadvantages accumulated in the operation of this system are increasingly exposed. It includes not only the old problems brought about by the continuous expansion of social security by democratic governments such as Roosevelt, Truman, Kennedy and Johnson, but also the new problems brought about by the contraction of social welfare security policies by Eisenhower, Nixon, Ford, Reagan, Bush and the party government. Generally speaking, the promulgation of the Social Security Law in August 1935 laid the foundation for the modern welfare security system in the United States. The1/4th century from Truman administration to Johnson administration is the continuation and perfection period of Roosevelt's welfare security policy, and the1/4th century from Nixon administration to Reagan, Bush Sr. and Clinton administration is the adjustment period of American social welfare security policy. Since 1970s, this adjustment has embodied a policy model different from Roosevelt's New Deal. Although it inherited the basic spirit of the New Deal to strengthen the federal government's intervention in economic affairs and the socialization of welfare security, it focused on correcting the policy defects since the New Deal, and emphasized the role of state and local governments under the new conditions, limiting the excessive intervention of the federal government in welfare and other aspects. The problem to be solved by the Clinton administration is not to patronize the forgotten underclass, but to take good care of the underclass on the premise of appeasing the middle class and solve the problems of excessive expenditure, excessive management and little effect under the action of safety valves.

Article 4 Employers and individuals who pay social insurance premiums according to law in People's Republic of China (PRC) have the right to inquire about payment records and personal rights and interests records, and ask social insurance agencies to provide social insurance consultation and other related services.

Individuals enjoy social insurance benefits according to law and have the right to supervise the payment of their own units.

Fifth people's governments at or above the county level shall incorporate social insurance into the national economic and social development plan.

The state raises social insurance funds through multiple channels. People's governments at or above the county level shall give necessary financial support to social insurance.

The state supports social insurance through preferential tax policies.

Article 6 The State exercises strict supervision over social insurance funds.

The State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall establish and improve the supervision and management system of social insurance funds to ensure the safe and effective operation of social insurance funds.

People's governments at or above the county level shall take measures to encourage and support all sectors of society to participate in the supervision of social insurance funds.

Article 7 The administrative department of social insurance in the State Council is responsible for the management of social insurance throughout the country, and other relevant departments in the State Council are responsible for the relevant social insurance work within their respective functions and duties.

The social insurance administrative department of the local people's government at or above the county level shall be responsible for the social insurance management within its administrative area, and other relevant departments of the local people's government at or above the county level shall be responsible for the relevant social insurance work within their respective functions and duties.
