The Development Course of Western Welfare System
The modern American social welfare security system has gone through 70 years, which is rooted in the modern American economic mechanism and has become an indispensable and important factor affecting the modernization process of the United States. Generally speaking, the promulgation of the Social Security Law in August 1935 laid the foundation for the modern welfare security system in the United States. The1/4th century from Truman administration to Johnson administration is the continuation and perfection period of Roosevelt's welfare security policy, and the1/4th century from Nixon administration to Reagan, Bush Sr. and Clinton administration is the adjustment period of American social welfare security policy. Since 1970s, this adjustment has embodied a policy model different from Roosevelt's New Deal. Although it inherited the basic spirit of the New Deal to strengthen the federal government's intervention in economic affairs and the socialization of welfare security, it focused on correcting the policy defects since the New Deal, and emphasized the role of state and local governments under the new conditions, limiting the excessive intervention of the federal government in welfare and other aspects. The problem to be solved by the Clinton administration is not to patronize the forgotten underclass, but to take good care of the underclass on the premise of appeasing the middle class and solve the problems of excessive expenditure, excessive management and little effect under the action of safety valves.

People's governments at or above the county level shall take measures to encourage and support all sectors of society to participate in the supervision of social insurance funds.

Article 7 The administrative department of social insurance in the State Council is responsible for the management of social insurance throughout the country, and other relevant departments in the State Council are responsible for the relevant social insurance work within their respective functions and duties.
